* M STREET CLOSURE: DDOT has put out the word that M Street SE between 8th and 11th will be closed on Saturday, Dec. 13 from 6 am to 9 pm, weather permitting, to complete final surface paving and striping between 10th and 11th.
* CSX OUTREACH: There may be a lawsuit pending, but that hasn't stopped CSX from giving their Virginia Avenue Tunnel web site a big makeover, and also rebranding the existing Twitter account as @VATNews. The web site has all sorts of new sections and documents, though I would imagine Opinions Differ in some quarters about the contents.
* METRO PAYMENT PILOT: Navy Yard-Ballpark is one of the Metro stations that's part of WMATA's Payment Pilot program, testing out the "secure fare payment system of the future" that will allow the use of NFC-equipped credit cards and smartphones. So, if you've seen a shiny new fare gate being installed at the station lately, this is why. The program is expected to start in January, and you can still apply to be a tester
* BOATHOUSE EXPANSION: (Boats are transportation, right?) The Hill Rag reports that there are plans underway to renovate facilities along Boathouse Row, the stretch of marinas and buildings along the west side of the Anacostia between the 11th Street and Pennsylvania Avenue bridges. The Historic Anacostia Boating Association outlined for ANC 6B last month a proposed facility with a 228-slip marina, a pier for water taxis, and a boat ramp, along with other outdoor activity space. Fundraising is apparently now underway.
(And of course I'm sure you already read my post from yesterday about the Circulator's planned extension of the Navy Yard route into Southwest.)
 

We're well into the holiday season, and there are some events this weekend that may be of interest, in between your hall-decking and jolly-making.
PARCEL MARKET: From Friday, Dec. 12 through Sunday, Dec. 14, Canal Park will be the home of the Parcel Market, with a large tent showcasing offerings from independent vendors, a food area, live music from local artists, and an "interactive art installation." Wares for sale will range from fashion to jewelry and accessories to "home enhancements" to other gifts. Food will include offerings from Bluejacket, Ice Cream Jubilee, Dirty South Deli, Undone Chocolate, Teeny Pie, and Maketto. The market runs from 5 to 9 pm on Friday, Dec. 12, noon to 9 pm on Saturday, Dec. 13, and noon to 5 pm on Sunday, Dec. 14. See the web site for more information.
TRUCK MARKET: If you want more pop-up holiday marketing options, the Yards is having its Fashion Truck Market this weekend as well, from 11 am to 6 pm each day in front of VIDA at 4th and Tingey, SE. Trucks expected to be in attendance include Urban Pearl, Tin Lizzy, Street Boutique, Strut Truck, Charm City Mobile Boutique, The Pink Armoire, and Go Go Retread.
SANTA PHOTOS: The Waterfront Church is holding a "Pictures with Santa" event on Friday, Dec. 12, from 5 to 9 pm at the Courtyard by Marriott at 140 L St., SE. Each family will receive one 5x7 photo and a digital copy by e-mail, and there will also be cookies, hot cocoa, stories with the seldom seen Mrs. Claus, and more. See the Facebook event page for more details.
CAROLING: A resident with the urge to sing has organized an evening of neighborhood caroling on Saturday, Dec. 13, beginning at 4 pm, first visiting the Capper Seniors building at 5th and Virginia and then roaming the Capitol Quarter townhouses before ending up at the Canal Park ice rink by 6 pm. All levels of singing are welcome, Santa hats are encourged, and the lineup will include "inclusive, multicultural holiday tunes." See the Facebook page for more. Bonus points for not calling it wassailing!
SKATE AND SING: If the first batch of Saturday caroling isn't enough, you can then stay at Canal Park for their "Skate and Sing" from 6 to 7 pm.

It's mere hours until the official opening of 100 Montaditos at the Boilermaker Shops in the Yards, but a lucky few (including myself) have gotten the chance this evening to step inside, check out the atmosphere, and sample the menu.
As part of its Grand Opening, there will be a "Dollarmania" promotion from Thursday through Sunday, Dec. 14, with all Montaditos sandwiches selling for $1. There will also be $2 beers and sangria and $3 premium beer and wine during the restaurant's first 100 days.
(In case you are wondering, at left is a sample of the Classic Sangria, along with sandwiches 07, 10, and 63.)
It will be open daily from 11 am to 10 pm.
If you are wondering about the whole "Montadito" thing, it is a small warm roll with options for a wide variety of ingredients, making it easy to eat in the very Spanish way of tasting lots of different recipes. But there's more than just the sandwiches on the menu, including salads, appetizers, and other Spanish items.
While I do not fancy myself a food critic, I will venture to say that the bread does indeed appear to be a highlight.
I did not have the Official JDLand Camera in hand, so these blurry cellphone shots will have to do until you visit yourself. And chances are you will run into Mr. JDLand, who is strategizing his approach to trying all 100 Montaditos.
 

This week DDOT released its Final Circulator Development Plan, which among many other items calls for the extension of the Union Station-Navy Yard route along M Street to the Southwest Waterfront, sometime in the next two years, a plan that already has funding from the DC Council.
I asked about the timeframe for the new service, and DDOT informed me that it is proposed for the summer or early fall of 2015, pending the receipt of new buses, which have already been ordered and are expected to arrive in late spring or early summer.
Of the 1,041 people who took this year's survey, 44 percent identified the Southwest Waterfront as one of three top areas to which Circulator service should expand. This page from the report gives additional metrics on the proposed expanded route.
The plan also calls for a "Union Station-Navy Yard Schedule and Span Pilot Study," that would provide additional evening and weekend service to see if ridership demand and the increasing population around the Navy Yard Metro station supports making the changes long-term. DDOT tells me that this study is expected to begin in the first half of 2015. Currently the route runs until 7 pm weekdays in winter months, and 9 pm in the summer months along with Saturday service and extended evening/Sunday service for Nationals games.
However, the report also recognizes that this line "in particular suffers from severe congestion around Union Station" and that DDOT is pursuing options to reroute this line.
One other nugget very deep in the 128-page report is that down the road, if and when the Convention Center/Southwest Waterfront line is reestablished, "additional analysis should be conducted to determine the potential of extending the Convention Center-Southwest route to the Navy Yard in lieu of extending the Union Station-Navy Yard route to Southwest."
Other service expansions on tap to appear between now and FY 2017 include the new National Mall route, a new National Cathedral-McPherson Square route, and three additional extensions: the Potomac Avenue-Skyline route to Congress Heights, the Union Station-Georgetown route to the Cathedral, and the Dupont-Georgetown-Rosslyn route to U Street and Howard University. In the distant future (FY2021-FY2024) there could possibly be a Dupont-Southwest Waterfront route.

A community meeting is on tap for Thursday (tomorrow), Dec. 11, to discuss the future Southeast Blvd., specifically the ideas emerging from the neighborhood study currently being spearheaded by ANC 6B, the Office of Planning, and DDOT.
The meeting is from 7 to 9 pm at Friendship Chamberlain Elementary School, 1345 Potomac Ave., SE, across from the Jenkins Row Harris Teeter.
Councilmember Tommy Wells will be there, and will be part of the discussion on how to best integrate into the neighborhood this road that will run from Barney Circle to the new intersection at 11th Street, SE, along the path of the old sunken portion of the Southeast Freeway.
A "temporary" version of the road is opening in early 2015, and residents have been concerned both about this becoming the de facto new version of the road, a feeling that came on the heels of the original new designs put forth by DDOT, that were basically replacing an old freeway with a new freeway, albeit it one that has a stoplight at 11th Street rather than just a free-and-clear approach to the Southeast Freeway. After those designs were released, with a push from Wells, the Office of Planning stepped in to help shepherd a neighborhood study--initial design concepts were unveiled back in August, and this week's meeting is to continue the process of refining the possibilities.
(And I am well aware that I have completely failed at keeping up with photographs of that area of 11th and of the work underway on the temporary road. All of the construction there, and the futzing with the traffic flow configuration of 11th Street while work continues around it, have made me very cranky about going over there to take pictures. Maybe this will finally spur me.)
 

When you schedule an event for December, you have to be prepared for Mother Nature to be uncooperative, but a cold rain didn't stop the ceremonial groundbreaking for The Riverfront, the 300-unit apartment building that's the first phase of the redevelopment of the Florida Rock site on the west bank of the Anacostia River next to Nationals Park. (Unlike a lot of these events, this one actually came after the real breaking of ground, which started last month.)
The theme throughout the remarks by MRP Realty's Frederick Rothmeijer and David deVilliers of Florida Rock Properties was one of relief. Rothmeijer spoke of the trials of getting this phase--originally planned as an office building--approved by the Zoning Commission after MRP joined the project in 2011, and even mentioned Commissioner Michael Turnbull's broadsides about the design and the "four red doors" originally facing the ballpark (which was probably one of the most memorable diatribes I've seen in my years of watching these proceedings).
FRP's deVilliers was even more relieved, as well he should be--he spoke of his initial discussions with the Office of Planning about redeveloping the site, which occured in 1994--a mere 20 years from there to construction! (I came in at about the halfway point, and have probably spent more time writing about the zoning ins and outs of this project than any other.)
Soon it was time to leave the warm, dry tent for The Flinging of the Dirt, and there were a lot of people with shovels in hand, as you can see above (and that's not even the full lineup).
It was not a prime day for photography, but I still have thrown together a quick gallery of shots from the day, including a few showing the current progress of the site footprint. It also occurred to me that this was the first time I've been inside the fences at the site--and it quickly becomes even more obvious than I already thought that this is one prime piece of riverfront property. And my Riverfront/Florida Rock project page has more renderings and photos, including nice ones from when the sun is actually out.
 

More notes about buildings and food:
* BANFIELD: The sign is now up, and "early 2015" looks on track for the Banfield Pet Hospital at Twelve12 on Tingey Street in the Yards.
* 82 I: The lot has been cleared of cars, a new fence has been put up and construction-related signage ("Hard Hats Required") has appeared on the northwest corner of New Jersey and I, where Graystar's 234-unit residential building appears to be ready to get underway the second its shoring/excavation permit comes through.
* FLORIDA ROCKIN': Excavation permits for the first phase of Florida Rock's redevelopment were approved a few weeks ago (hence the beginning of earth-moving), and as of Friday there's now an approved permit for the nine-story apartment building itself. The project's ceremonial groundbreaking is scheduled for tomorrow morning (Dec. 9) at 10 am--in a tent, thank heavens. Given that it took more than a decade to get this project to the digging phase, you can't blame developers MRP Realty and Florida Rock Properties for going beyond the normal speeches and ornate shovels: they are having a pig roast as well, after the ceremony until about 3 pm.
* 100 MONTADITOS: It looked very very close to opening last week, but there appears to have been some sort of fly in the ointment (or a Spaniard in the Works, if you will). The Yards tweeted this morning that it is opening this Thursday. Mr. JDLand is monitoring the situation closely. UPDATE: A missive from the Montaditos folks confirms the Thursday opening, with a "Dollarmania" promotion through Sunday, Dec. 14, with all Montaditos sandwiches selling for $1. There will also be $2 beers and sangria and $3 premium beer and wine for the eatery's first 100 days.
* WILLIE'S: Now offering brunch on Saturdays and Sundays from 11 am to 3 pm.
* OSTERIA MORINI: "Morini Mondays" begin tonight, with $10 pasta dishes.
 

Arriving in the inbox this morning is notice that a historic landmark nomination application has been filed for the Lincoln Playground Field House, one of the little red brick buildings just to the east of Van Ness Elementary on L Street, SE at the Joy Evans Recreation Center site.
It was built in 1934, and the application's "Statement of Significance Summary Paragraph" (page 10 of 30) is probably the best place to go for the explanation:
"The Lincoln Playground field house qualifies for listing in the National Register under Criterion C as a good example of the city's recreational buildings, designed according to an established building type during the tenure of Municipal Architect Albert Harris (1921-1933). The field house, designed in the Colonial Revival style followed a standard plan for field houses from that period. The Lincoln Playground field house remains a notable example of its type and is the product of Municipal Architect Albert L. Harris, whose work is closely identified with civic architecture in Washington, D.C. Furthermore, it is the only example of this type located outside of NW Washington -- in this case, located in SE -- the only example constructed entirely of brick, and the only example constructed on a "colored" playground during the period when Washington playgrounds were segregated. It is also one of two examples of this type constructed as a Civil Works Administration project.
"The Lincoln Playground field house retains its integrity of location, setting, design, craftsmanship, materials, feeling and association. The field house is a purpose-built recreational structure of the District of Columbia; it was constructed according to an established design model and embodies characteristics illustrating the evolution of recreational architecture in the District; it stands on its original site; and it retains its original building massing and materials."
There's considerable additional detail in the filing, if you are looking for more. Note that the other two smaller red brick buildings surrounding the playground are not part of the application.
The application was filed by Kent Boese on behalf of "Historic Washington Architecture," the same group that prepared a similar application in 2011 for the Market Deli at 1st and L, which was eventually rejected.
This now goes through the city's landmarking process. The fact that this was filed at about the same time that the plans are going forward for renovating Van Ness Elementary right next door would seem to be more than a coincidence, but I have no background on this yet. Once an application is accepted by the city's Historic Preservation Office, the building becomes protected, and no building permits can be issued for the building until the Historic Preservation Review Board votes on the application.
(In case you're wondering, the overhead photo showing the building in question at lower right was taken in 2007 from the roof of the Old Capper Seniors building, just before it was demolished.)
 

It was a blockbuster piece of news a few weeks ago that the National Community Church had decided to buy the Navy Yard Car Barn, aka the Blue Castle, at 770 M St. SE.
There hasn't been any official statement about the purchase from the church, but recently its lead pastor, Mark Batterson, agreed to reply by e-mail to a list of questions I sent his way about how this move came about and what the church may be envisioning for the landmark building. (Hyperlinks added by me.)
JD: How did the idea of buying the Blue Castle end up on your radar?
MB: Our team had been actively seeking ways to build out our Virginia Ave property, but we’ve been in a holding pattern because of the CSX project. When we heard that the Blue Castle was for sale, it made sense. We just had to make the math work. After quite extensive research with a development team, we came to the conclusion that it will be easier, faster, and perhaps less expensive, to build on top of the castle than it would be to build on Virginia Avenue.
We feel very fortunate to have gotten the contract. We know this is an incredibly iconic building that is interwoven into our city's history. We hope to steward it well.
JD: What are your plans for the building? i.e., Will it be purely uses for your church, or will the neighborhood see some sort of benefit as well? Also, do you have any plans to expand the building itself? How much additional square footage could that potentially include?
MB: We plan to develop the Blue Castle property by building what NCC needs on the roof deck of the existing structure. The key components of the build-out are a multi-purpose performance space with 1500-2000 seats, as well as a central location for our staff. The performance space will be designed for seven day a week use as a music venue and/or theater space. We will assess community needs to make sure the castle serves the best and highest use. We have some preliminary ideas that we think the community will be excited about, but we need to get a little further down the planning road. One thing we know for sure is that we’d like to build out another Ebenezer’s Coffeehouse, like our coffeehouse at 201 F Street, NE.
JD: What about the existing tenants?
MB: The existing tenants have a lease through July of 2018. We have not made any decisions beyond that, but our goal is for the space to serve community needs. Part of our process will be listening to the needs and goals of neighbors, as well as figuring out what best compliments NCC. We will explore a wide variety of uses, along with current uses; in determining it's future.
JD: What sort of timeline are you looking at for making it into what you are hoping it will be?
MB: Until the architectural designs are completed, we can't estimate an accurate timeline. But we have already initiated some conceptual design work. So the wheels are turning. National Community Church continues to outgrow our spaces, so we need it as soon as possible. We also know that there is a timeline and protocol to follow. This is an iconic building, and we want to make sure we get it right.
JD: How does this impact your previously announced plans for your land along Virginia Avenue?
MB: We view the Blue Castle as a better path forward in addressing spacing needs because development of the property is not directly impacted by CSX. The building is also three times larger than Virginia Avenue. This will help us move toward our 2020 vision of 20 expressions of NCC by 2020.
Ultimately, our goal is to master plan both the Blue Castle and Virginia Avenue. Because we own both properties, it positions us to have a more coordinated development.
JD: And, finally... What. About. the. Blue?
MB: Honestly, we hope that someday the Blue Castle will just be the Castle. Of course, we have to factor in the financial impact. And we'l obviously need to work with DCRA and HPRB to make a determination on any changes to the exterior of the Blue Castle.
 

Surveying a few pending tidbits that share a common theme:
* BIG STICK: I figured I'd better finally provide own photo of the restaurant's new signage, at right (click to enlarge). Is it open? Not quite yet, though there are apparently private soft-opening events coming before long.
* 1333 M: I'm pretty sure I don't get paid enough to watch all 3 1/2 hours of Monday night's zoning hearing on Cohen/Siegel's planned three-building 673-unit project on the east end of M Street, though I did survey a few moments here or there. Was it approved? Not quite yet: the commission had a series of items it wants more details and tweaks on, and the project will be back before the board in January. HillNow wrote about the list of community benefits the developer agreed to in its Memorandum of Understanding with ANC 6B.
* DC WATER: There had been some talk last week of Ward 5 councilmember Kenyan McDuffie wanting to use eminent domain to get rid of a trash transfer station on W Street NE and then moving there a portion of the DC Water operations currently at 1st and O SE--which would help allow Forest City to move forward on its movie theater and residential plans. Does this mean that the movie theater is coming soon? Not quite yet: during Tuesday's marathon council meeting, McDuffie withdrew the measure because of a lack of support.
* SOCCER: There's a gonna be a new stadium across the way. It appears. But not quite yet. So, while you're waiting, check out the Walking Tour photos I took of the site last fall.
And one that I couldn't figure out how to shoehorn into the motif:
* YARDS PARK SURVEY: The Yards Park folks would love it if you would take a moment to fill out their 2014 Perception Survey.
 

Word is filtering my way that 100 Montaditos should at last be bringing its menu of Spanish sandwiches and other items to the Boilermaker Shops at the Yards, perhaps even as early as this Thursday, Dec. 4
Mr. JDLand has been keeping close tabs on the progress of this latest offering, and provided this photo of the sandwich board (literally!) out front of the space last week.
That Montaditos is close to opening is also referenced in an end-of-year press release from Forest City that details the rather blockbuster year they've had at the Yards, with the openings of Twelve12, Teeter, VIDA, Sweetgreen, TaKorean, Ice Cream Jubilee, Unleashed, Willie's.....
The release also says that Banfield Pet Hospital is expected to open in the first quarter of 2015 in Twelve12's last retail space on Tingey Street, and that the Navy Yard Oyster Company and Due South restaurants are both expected to open in the Lumber Shed in the spring. Also coming in the spring should be the landscaping of the no-longer-Spooky Parcel A lot, with both a temporary park and parking lot. (No mention of the Trapeze School move, though.)
On the residential side of things, "late 2015" is given both as the completion date for the 327-unit Arris building next to the Foundry Lofts and also the planned start of the 135-unit PN Hoffman condo building at the southeast corner of 4th and Tingey.

It's been a long time coming, but it appears that Justin Ross's second neighborhood venture, The Big Stick, is getting close to opening on the northwest corner of Half and M, in the 20 M office building.
The sign is now up (as captured by @CapCityChewy), and yesterday Eater DC had a peek at the designs for the space, saying that the restaurant "will aim to open in the first or second week of December" because Ross "wants things to be up and running smoothly before the Washington Capitals play the Winter Classic at the stadium January 1." Though, as always, let's all repeat the mantra that it will open when it opens.
As for the menu, Eater says that in addition to the sausage-based menu we already knew about, The Big Stick will "also offer some more hard-to-find dishes like raclette, the cheesy European dish," and that the beer menu will "emphasize European lagers and pilsners over hoppy American brews (though they'll still have some of those available)."
There's also some rough sketches of the interior design, which has hints of inspiration from ski lodges (tied in with the raclette, I guess), but "baseball also works its way into the design theme." It will be "bar-centric" as well, with plenty of TVs. So I guess there won't be 8,000 Teddy Roosevelts on the wall?
UPDATED 12/2 to add my own lousy photo of the signage.
 

Worn out from all these photo updates? Imagine how I feel. But I start getting the shakes if I don't at least touch on the status of each project currently underway, and having given the latest from Florida Rock and Arris and the Lofts at CQ, I need to run through the rest of them. It's a sickness.
Let's start with the holes in the ground. First are the two newest ones, with the initial hints of the foundation at the Capper Community Center Building House (left), and the more substantial digging underway at the 1111 New Jersey/Gallery at Capitol Riverfront apartment building.
Meanwhile, up at 800 New Jersey, the hole, it is deep. (And, as an aside, this poor project desperately needs a name, other than "that building that's going to have the Whole Foods." Even the signage looks a little forlorn.)
On the other end of the spectrum, we have the three topped-out buildings in various stages: at left is the Hampton Inn, which just reached this milestone within the past few weeks, then there's the Park Chelsea residential building, which may someday see the completion of its exterior masonry work, and finally the Parc Riverside apartment building, which is probably about to graduate out of my project updates given that the first units are expected to open in December.
 

The skyline is definitely going to be changing in the coming weeks at 4th and Tingey and at 7th and L, as the residential projects Arris and the Lofts at Capitol Quarter are now peeking up from behind the construction fences.
You can see the first floor along Water Street, which is the south end of Arris, Forest City's 327-unit apartment building at the Yards--and here's What It Shall Be from the same angle (albeit overhead):
In other words, get ready for that block to look and feel really different when the building is completed, probably in early 2016. And yes, there's ground-floor retail--about 20,000 square feet of it.
Meanwhile, the Lofts at Capitol Quarter, the 195-unit mixed-income apartment building at 7th and L is on quite a hill, so the west end (left) is starting at ground level while the east end (right) is just now coming out of the ground. And these two photos, which don't make it easy to discern exactly what's going on with the construction, do at least give an indication of the length of the building.

Also, I hope everyone enjoys the Lofts photos taken from Nats Lot W, because when I left there and walked across M at Hull to take pictures TO THE NORTH of the construction TO THE NORTH, a Navy Yard guard approached me and asked to see my photos, to ensure that I was up to nothing nefarious. This even though I had never pointed my camera anywhere close to the direction of the Navy Yard gate--I had even very theatrically held up my camera with its lens clearly pointing in the opposite direction as I crossed M--and even if I had taken photos of the gate, I was on public property the entire time.
"We have to ask, ma'am," he said; "No, you don't," I replied, so really it's a wonder I didn't end up getting thrown into the back of a Suburban and detained. But there's always next time--I told him that they'd better get used to me being there. At least this time they didn't call the DC cops and have one chase me down a few blocks away like they did a few years back.

I was a bit skeptical when I got the heads up that construction "had started" on the 321-unit first phase apartment building at the old Florida Rock site (which I guess we're eventually going to have to start calling The Riverfront). Even with a ceremonial groundbreaking coming in a few weeks, the twists and turns on this project over the past decade left me scarred enough to want to really see some movement before I believed it could finally be happening.
So let's compare the site as seen back in June, and then yesterday (click to enlarge, as always):

(And now you know why I try to always wait for the most glorious of sunny days to take photos. Also, thank heavens for the Teague pier vantage point, allowing me to shoot northward-facing photos instead of just ones from Potomac Avenue.)
Ground was definitely being moved on Saturday, as you can see in these not-really-full-of-action action photos:
Construction of this first phase is expected to take about two years. And it should include a plaza and ground-floor retail alongside Diamond Teague Park. You can actually see in the pattern of the digging in the photo at top right the building footprint versus the plaza footprint--the project was required to keep the view from the ballpark's grand staircase out to the river.
 

The now-empty lot where Spooky Building 213 used to stand looked plenty big as demolition progressed, but in the past few weeks the old iron-and-brick fence has come down as well, and now the block looks gargantuan. (As well it should--someday it will be three separate blocks, with three different buildings.)
Plus, if you stand in the middle of the south end of the block these days, you get one heck of a panoramic view of the new Near Southeast, as evidenced by the eight (!) photos stitched together to create this image.
From this spot, you can see almost so many of the buildings that have gone up in the neighborhood since 2000--the now-topped-out Hampton Inn, 55 M, 1015 Half, 80 M, Velocity, 100 M, the almost-bricked Park Chelsea, Capitol Hill Tower/Courtyard by Marriott, 1100 New Jersey, USDOT, the Boilermaker Shops, Twelve12, the Foundry Lofts, and even the tower crane for the soon-to-sprout Arris. (I'm kicking myself for not swinging enough to get some portion of the ballpark.)
Before long, the interim phase of this location should start to appear--a public park on the north end, a parking lot in the southwest corner, and a spot in the southeast corner at New Jersey and Tingey for the Trapeze School, if they desire it.
Now, for my next item--anyone who accuses me of going overboard on minutiae probably should stop reading here. But for the rest of you, here's a little item from the intersection of 4th and Tingey, where street signs have recently appeared (left). But, then look a little more closely.....
Are we supposed to be voting? Or perhaps it's like A/B testing for web sites, with DDOT trying to determine which one will leave drivers less bewildered as to their location....
Snark aside, my photo archive indicates that the west-side "Fourth" sign was put up sometime in late summer, with the east-side "4" sign appearing within the past month or so. The numeric version is in fact DDOT's current style (ick), so perhaps this was a corrective measure of sorts.

JBG's planned 290-unit residential building at 1244 South Capitol had its Capitol Gateway Overlay zoning review hearing this evening, with the project receiving mostly favorable comments, though of course there were some very zoning-y issues brought up.
Commissioners used words like "handsome," "attractive," and "unique" to describe this 13-story building that would be situated just north of Nats Park on the northeast corner of South Capitol and N streets. Robert Miller called it as a "definite asset for the neighborhood and for the city," while Michael Turnbull described it as a "very elegant-looking building" that "I like very much," while also wryly thanking the design team for not trying "to pick up on the architecture of the {ballpark} garages across the street" (in case anyone thinks that the Zoning folks have forgotten that the garages were designed and built without their approval). Even noted stickler Peter May said that there are "a lot of great things about the architecture and the project overall."
But this didn't mean that there weren't still concerns the commissioners want to see addressed. Marcie Cohen expressed her concerns about the project's LEED certification, wanting it to at least meet Silver, preferably Gold. Chairman Anthony Hood wanted to see clearer indications of where the signage for the project's 25,000 square feet of retail will go. A slight concern was raised about the positioning of the residential lobby entrance on Van Street between the entrance to the two-level parking garage and the loading bays. And there was a worry or two about the rooftop pool's decking perhaps needing a handrail.
A somewhat more substantial issue was the design of the building's north face, with "at risk" windows that could end up staring across only a 10-foot space right into any building that eventually replaces the Self Storage building. (The image at right from the updated zoning submission gives a view of this wall and the windows at issue.) JBG's Bryan Moll testified that the storage folks show no interest in selling (and that JBG would be very interested in buying if and when they do), but that should a building go up, JBG would be prepared to reconfigure the units to turn them into two bedrooms with den or three bedrooms, so that the units along the north wall would become a part of larger units with (presumably) better windows and positioning away from that wall. Commissioner May grumbled his skepticism about the storage site not being redeveloped anytime soon, but the issue was not a showstopper for him.
The issue that was a showstopper for him (and for Michael Turnbull) was the design of the penthouse and the proximity of the cooling-tower wall, which he called "really really problematic." May emphasized that while he understands the desire to maximize rooftop amenity space, "setbacks for mechanical uses have to come first." (Don't ask me to go into more detail beyond parroting that commissioners want to see how JBG can "push the penthouse back from the north wall of the courtyard"--my inch-deep understanding of DC zoning regulations got left in the dust during this discussion, and I'm guessing any of my readers versed in zoning already have a better understanding of the issue than I ever would.) May was however pleased with the general design of the penthouse, saying it was exactly what they "had in mind with the change to the Height Act."
The Office of Planning strongly supports the project. DDOT has given its blessing as well, with JBG agreeing to the conditions that it will building the missing sidewalk on the west side of Van Street up to M Street, will erect a transportation information screen in the lobby with real-time arrival/departure times for nearby offerings, will include one electric-vehicle charging station, and will install 11 "short-term" bicycle racks on the sidewalks near the building's entrances. (This is in addition to the 110 secure bicycle parking spaces within the building.) ANC 6D had unanimously supported the project last month.
JBG will return to the drawing board on the penthouse issue, and it's expected that the design will come up for a vote at the commission's Jan. 12 meeting.

As part of the path toward the planned reopening next fall of Van Ness Elementary School at 5th and M streets, SE, DCPS has scheduled public meetings on Nov. 18 and Nov. 20 for residents in Near Southeast and Southwest to learn about the plans for the school, and to be able to provide feedback on those plans.
These sessions follow a meeting back in September between parents' groups and Dr. Nathaniel Beers, DCPS's head of specialized instruction, in which the parents were displeased with some of the information coming from the school system, specifically the plans to not have a principal in place during the planning process, and also DCPS's intent to open the school with only two PK-3 and two PK-4 classrooms, and no kindergarten.
A subsequent communication from Dr. Beers to the Van Ness Parents Group indicated, however, that an "Executive Director" will be put in place in early 2015, a person "whose primary responsibilities are to functioning as the leader of Van Ness, including engaging deeply with future parents and community members and actively recruiting students to ensure Van Ness opens fully enrolled."
In addition, the plea from parents for kindergarten offerings in the initial 2015-16 school year was not fully ignored, with DCPS agreeing to review community analysis data again before making a final decision. This has the parents' group working hard to find kindergarten-age children who could be sent to Van Ness in 2015.
These meetings should also have some information on the School Improvement Team process for the school going forward.
The meeting schedule:
* Tuesday, Nov. 18, from 6 to 8 pm, at Van Ness Elementary; and
* Thursday, Nov. 20, from 6 to 8 pm at the James Creek Resident Council Office, 100 N St. SW.
 

In a move that will surprise absolutely no one, the Committee of 100 on the Federal City is announcing today that a lawsuit is being filed to challenge last week's Record of Decision on the Virginia Avenue Tunnel.
In a press release, the committee's vice president, Monte Edwards, is quoted thusly: "The official Record of Decision fails to address the severe safety and security impacts the proposed project will have on the immediate community and on Capitol Hill, the constraint on the expansion of passenger and commuter rail service in the District, and the pre-approval by DDOT of the project before any environmental review had been conducted."
OJ Simpson-era readers will recognize this phrasing: "Edwards also emphasized that there is no need to rush-to-judgment on the CSX proposal. The EIS expressly states that the current CSX tunnel has 'decades' left of useful service."
Also an Edwards quote: "Issuance of the Record of Decision ends the administrative process, and litigation is the only option to obtain a new EIS that addresses our concerns. Until we have a new EIS, no permits should be granted by the District or federal officials."
The group also plans to file a motion for a preliminary injunction to stop any further action until the court issues a ruling.
There will be a press conference on the front steps of the US District Courthouse this morning at 11 am.
UPDATE: Here's the statement from CSX in response:
"The reconstruction of the Virginia Avenue Tunnel has been approved by the Federal and District of Columbia governments following a lengthy public oversight, review and comment process that shaped the final design of this project. CSX is committed to doing this project the right way, safely, respecting our neighbors and working closely with residents and businesses to minimize impacts and to ensure that they are informed about construction plans. Modernizing this tunnel will help alleviate freight and passenger rail delays and stimulate economic growth by removing a significant transportation bottleneck. CSX believes the project should move forward promptly."
 

In honor of Osteria Morini's one-year anniversary, Eater DC has posted an interview with the restaurant's top dogs, chef/owner Michael White and executive chef Matt Adler.
There's some discussions on coming to a new neighborhood and the restaurant's operations that may be of interest whether you are a Morini frequenter or not:
* "In NY we had never really experienced the idea of opening in a whole new neighborhood. [...] In the first few months ,people were mad at us because they couldn’t find us." But apparently cabbies now know where 301 Water St. SE is.
* Another challenge: Patrons "not understanding what Southeast [DC] is like now. People who have lived in DC for more than 20 years will come here and say they can’t believe how beautiful it is here."
* The most memorable day of service: "Opening Day of baseball, without a doubt. At 3:45, the restaurant was empty. At 4 it was full. I've never experienced anything like that before."
* The customer base: "You might have a Congressman in the dining room, a lobbyist eating at the bar, someone in a Nats Jersey sitting down. [...] I remember one day when we had the head of the Federal Reserve at table 21, Nats fans at the bar, people from the neighborhood having pasta. "
The chefs were also asked about Nicoletta, the pizza/pasta carryout operation planned for one of the retail spaces under the overlook on the boardwalk, which was originally supposed to open a few months after Morini. White and Adler confirm that it's still coming, but that they are "in the process of getting the design right and working out the kinks." What about an opening date? "If I gave you a date, it probably would end up getting pushed back."
