A big change in neighborhood transit arrives today, as the new "Eastern Market-L'Enfant Plaza" (EM-LP) Circulator route begins service. While the new line means riders can no longer take a single bus from Union Station to M Street, or get on/off at 1st and K SE, the tradeoff is a route that connects Near Capitol Ballpark River Yards to the Wharf and then continues up to L'Enfant Plaza. (And then comes all the way back, of course.)
It runs from 6 am to 9 pm on summer weekdays, and 7 am to 9 pm on summer weekends, with hours extended to midnight on days of Nationals home games starting at 6 pm or later.
(As for special routes and service on DC United game days, this is going around Twitter, but I don't see it on the Circulator web site. It would apparently detour down 1st Street SE to Potomac Avenue, then back up Half Street SW.)
Meanwhile, on Monday DDOT is "beginning roadway improvements along M Street SE from First Street to 7th Street SE." This will be milling and paving, and will be done between 8 pm and 5 am "to mitigate impact on traffic in this busy corridor." Like on shiny new bus routes!
And now I think it's probably time to head back into tidbit mode, unless big news breaks. Watch the bottom of this post for updates, but here's two tidbits to start that you might not have seen:
* An interesting article on the new Douglass Bridge's design and planned construction from an engineering standpoint.
* With all of those photos I took last week, it was time to update the Sliders, and I also took the opportunity to add a bunch of new angles to the Slider lineup. I can't embed them here, but here are screenshots that you can click on to see the sliding in action. If you didn't check back on last week's post, you missed additional tidbits about a construction permit for Wiseguy Pizza at Canal Park, a link to cool progress photos and timelines of the Virginia Avenue Tunnel, the news that the Yards Parcel L apartment building will be called "The Estate," and an office tenant moving from Maritime Plaza to 1100 New Jersey. But you can go read it now.
So keep checking on this post to see what tidbits will come, but I already know of one, which is the news that the new Circulator route that will run down M Street from Southeast to Southwest will start June 24. Here's what I wrote about it last year.
 

It did not take long for the news to explode on social media that the Aslin Beer Company will be launching a game-day beer garden at the corner of 1st and N, SE, a block away from the Center Field Gate, starting on April 5, the day of the Nats home opener.
It will generally run from about two hours before each game until two hours after, and the company's Instagram post says that "starting as soon as May, we will also be open on non-game days throughout the summer."
However, the Instagram feed for the beer garden itself (which might be hinting at being called the Sandlot) says that the pop-up will run until July 8. My understanding is that the owners of the lot are expecting to start construction after the All-Star Game on the two-story bar/restaurant that has been planned for that site since the F1rst development was announced. (I shall take to calling this lot the Outpost, since it is separated from its F1rst sibling by the Hampton Inn.) Whether that actually comes to pass, We Shall See.
In other tidbits that I really need to get out of the hopper:
* DECLARATION: There apparently are now signs at Declaration that it will open on April 5. Still waiting for an official date from Oath Pizza.
* 71 POTOMAC: Looks like Dock 79's 264-unit sibling currently dubbed 71 Potomac is going to get underway Any Minute Now (if digging hasn't already started). It will also have 12,500 square feet of retail, and will be built immediately to Dock 79's west. (WBJ)
* SUMMER MOVIE LINEUP: Here's the schedule for Canal Park's Thursday Night Summer Movie series, running from June 7 through Aug. 23.
* CIRCULATOR SUMMER HOURS: April 1 is almost here, which means it'll be time for the DC Circulator Union Station-Navy Yard route to switch to its summer hours, running from 6 am to 9 pm Monday-Friday and 7 am to 9 pm on Saturdays, plus extended hours when the Nats are at home, running until midnight for every game beginning at 4:05 pm or later as well as from 10 am to 10 pm for Sunday home games.
* (UPDATE I) CHLOE LUNCH: Just across the transom is the news that Chloe at 4th and Tingey is now serving lunch on weekdays from 11 am to 2 pm. "Designed to be carryout friendly," it will include a rotating selection of options like enchiladas and banh mi.
* (UPDATE II): DUE SOUTH DOCKSIDE: Confirmation that Due South Dockside will open at 11 am on Opening Day.
 

On Thursday DDOT released its 2017 Transit Development Plan, and amongst the torrent of words are proposals for a number of Circulator changes, including the long-discussed extension of the current Navy Yard route that would continue along M Street SW and the southern portion of Maine Avenue and up 7th Street SW to the L'Enfant Plaza Metro station, but would discontinue the portion of the route between Union Station and Eastern Market. (The double lines in the right-hand map are the "discontinued service" portions.)
There would also be year-round weekend service, from 7 am to 9 pm on Saturdays and Sundays.
Circulator service between Union Station, Barracks Row, and the Washington Navy Yard (the actual, living, breathing, functioning "Navy Yard") would be available on a reconfigured version of the Potomac Avenue-Skyland route (see page 52 of the report for a map).
The report also says that "a special standalone service plan will be developed to provide DC Circulator service to the new DC United Soccer Stadium before, during, and after games."
These changes aren't final--there is now a public comment period, through Jan. 19, 2018, and there will be a public hearing on Thursday, Jan. 4, 2018, from 7 to 9 pm at the Miracle Theatre at 535 8th St., SE.
But DDOT says that it expects that the changes would be implemented in April, 2018.

Some transportation-related meetings are on the calendar for next week that may be of interest to neighborhood folks:
* DC STATE RAIL PLAN OPEN HOUSE: The project to create an official "State Rail Plan" (ahem) for DC is kicking off, and DDOT is holding an open house on Monday, Sept. 28 to "introduce the plan to the community." This rail plan is a requirement for any state (again, ahem) wishing to be eligible for grants and other federal financial assistance, and is going to focus on "passenger and freight rail infrastructure shared by CSX, VRE, MARC, Amtrak, and Norfolk Southern." The intent is to have a completed plan that will provide a high-level strategic framework, goals, and objectives to leverage the District’s rail network for continuing economic competitiveness and quality-of-life investments while also addressing ongoing concerns about rail safety and oversight."
The open house will run from 5:30 pm to 7:30 pm at Friendship Public Charter School-Chamberlain Campus, 1345 Potomac Avenue, SE. This start time is 30 minutes earlier than originally announced, because....:
* VIRGINIA AVE. STREETSCAPE RESTORATION REVIEW MEETING: Also on Monday, Sept. 28, beginning at 6:30 pm at 200 I St. SE, a joint meeting by DDOT and ANCs 6B and 6D will go over CSX's draft plans for rebuilding Virginia Avenue once construction is complete on the Virginia Avenue Tunnel. The first 30 minutes will be an open house, and then presentations and discussions will begin at 7 pm. There will also be a special public meeting of DDOT's Public Space Committee about the plans on Nov. 12.
(And then maybe for Christmas we can pitch in and get DDOT a group calendar, to perhaps avoid in the future scheduling two meetings with a very similar audience on the same night at nearly the same time in not-particularly-adjoining locations.)
* CIRCULATOR STOP CONSOLIDATION MEETING: On Wednesday, Sept. 30, DDOT is having a public meeting to talk about possibly consolidating some stops on the Union Station-Navy Yard line "to improve on-time performance and reliability." The only south-of-the-freeway stops on the potential chopping block are the ones at 4th and M SE in both directions, with the 6th and M stops being the closet ones to use instead. (The announcement gives the full lineup.) The meeting is from 6pm to 8pm at the Southeast Neighborhood Library, 403 7th Street SE.
* CSX'S "COFFEE WITH CHUCK": If you want to go for the 72-hour quadfecta of transportation sessions, there's also the next edition of CSX's monthly meetings with the community to discuss the Virginia Avenue Tunnel project, on Wednesday, Sept. 30 from 8 to 9 am at the Courtyard by Marriott at 140 L St. SE. Items that might be up for discussion include the coming closure of the 300 block of Virginia Ave. (in "early October") and also the temporary closures of 4th Street SE from just north of the I-695 underpass down to I Street from 9:30 am to 3:30 pm this week and probably into next week.
 

With the arrival of spring comes the expansion of the hours of operation for the Union Station - Navy Yard Circulator route. Beginning today (March 30), the hours of operation will be from 6 am to 9 pm on weekdays, and 7 am to 9 pm on Saturdays. These new summer hours also apply to buses on the Skyland route.
There's also the expanded service for Nationals games, with buses running when there are Sunday home games from 10 am to 10 pm and until midnight when any home game starts at 4 pm or later.
And, as mentioned previously, today also marks a change in the route's stops near Union Station, with buses headed toward Navy Yard only serving the stop at Massachusetts Avenue and Columbus Circle. This means buses will no longer stop at 1st and Mass and 2nd and Mass.
And perhaps later this year the route will be extended to the Southwest Waterfront, though there's been no recent new news on that.

This week DDOT released its Final Circulator Development Plan, which among many other items calls for the extension of the Union Station-Navy Yard route along M Street to the Southwest Waterfront, sometime in the next two years, a plan that already has funding from the DC Council.
I asked about the timeframe for the new service, and DDOT informed me that it is proposed for the summer or early fall of 2015, pending the receipt of new buses, which have already been ordered and are expected to arrive in late spring or early summer.
Of the 1,041 people who took this year's survey, 44 percent identified the Southwest Waterfront as one of three top areas to which Circulator service should expand. This page from the report gives additional metrics on the proposed expanded route.
The plan also calls for a "Union Station-Navy Yard Schedule and Span Pilot Study," that would provide additional evening and weekend service to see if ridership demand and the increasing population around the Navy Yard Metro station supports making the changes long-term. DDOT tells me that this study is expected to begin in the first half of 2015. Currently the route runs until 7 pm weekdays in winter months, and 9 pm in the summer months along with Saturday service and extended evening/Sunday service for Nationals games.
However, the report also recognizes that this line "in particular suffers from severe congestion around Union Station" and that DDOT is pursuing options to reroute this line.
One other nugget very deep in the 128-page report is that down the road, if and when the Convention Center/Southwest Waterfront line is reestablished, "additional analysis should be conducted to determine the potential of extending the Convention Center-Southwest route to the Navy Yard in lieu of extending the Union Station-Navy Yard route to Southwest."
Other service expansions on tap to appear between now and FY 2017 include the new National Mall route, a new National Cathedral-McPherson Square route, and three additional extensions: the Potomac Avenue-Skyline route to Congress Heights, the Union Station-Georgetown route to the Cathedral, and the Dupont-Georgetown-Rosslyn route to U Street and Howard University. In the distant future (FY2021-FY2024) there could possibly be a Dupont-Southwest Waterfront route.

I'm going to be a bit scarce this week, so here's few events-related tidbits to keep the home page from having the equivalent of electronic tumbleweeds blowing across it:
* Don't forget that the public meeting about the possible recreational re-use of the old outbound 11th Street Bridge span is on Wednesday, March 28, at 6:30 pm.
* Justin's Cafe has now posted the information on its April 14 block party, both on Facebook and its new JustinsCafeEvents.com web site. It will run from 11 am to 9 pm, offering a line-up of local craft brews (including "beer trucks" from Port City Brewery and DC Brau), and 106.7 The Fan FM will be broadcasting from there. "All ages welcomed, 21 and over to drink." Money is also being raised for free youth baseball and softball programs through the DC Grays and S.M.A.R.T. Camps and Clinics. (The Nats play the Reds at 4:05 pm that day.)
* On April 1 (well, April 2, technically), the Union Station-Navy Yard Circulator bus starts its summer hours, running from 6 am to 9 pm weekdays and 7 am to 9 pm Saturdays, with extended service on Nationals game days.
* The Southwester reports that there's a Neighborhood Night at Nationals Park on Thursday, April 19. "The team will honor the vibrant spirit of the neighborhood by featuring local residents in various pregame activities, including throwing out the first pitch, delivering the lineup card and greeting the players as they take their positions on the field." Near Southeast and Southwest residents can also get discounted tickets to games throughout the season, but I'll make you follow the link to find out about that!
* The Earth Conservations Corps will be leading volunteers in a cleanup of the wetlands at Diamond Teague Park on April 21, from 9 am to noon, as part of the Anacostia Watershed Society's Earth Day events. (They do want volunteers to register/RSVP in order to participate.)
* A bit farther down the pike, the Kennedy Center is presenting "Look Both Ways: Street Arts Across America," a week-long festival showcasing all manner of free performances and events from May 6-12. One of the May 6 kick-off events will be from 11:30 am to 1:30 pm at Nationals Park and the Fairgrounds (old Bullpen) on Half Street, and the closing event on May 12 from noon to 6 pm will be at the Yards Park.
 

* On October 3, the following changes will be made to the Navy Yard-Union Station Circulator route: "[B]uses will no longer travel west on Constitution Avenue and north on Louisiana Avenue to reach Union Station. Buses will instead stop adjacent to Union Station on Columbus Circle at the flag poles before turning right on F Street, NE and right on 2nd Street, NE to Constitution Avenue. The route will no longer serve the Union Station garage level and the stops located at Louisiana and D Streets, NE will no longer be served." Other Circulator changes--including the end of the SW-Convention Center route and the beginning of an east-of-the-river route that will run down Barracks Row--are listed here.
* DDOT and the Washington Area Bicyclist Association (WABA), along with ANC commissioner David Garber, have launched "Rack Attack," which will result in the installation of 36 new bike racks around Near Southeast. The first one was installed this morning at Cornercopia.

A slew of tidbits, some already tweeted, some not:
* The third Truckeroo food truck festival is now scheduled for next Friday, Aug. 12, from 11 am to 11 pm. They'll keep doing them monthly, through October.
* This isn't news for anyone who's seen the big holes punched in the sides, but work on the Boilermaker Shops retail space at the Yards is finally underway. It's expected to take about a year. This is where the new brewpub by the Churchkey folks will be, along with Buzz Bakery, Austin Grill Express, BRB, and Huey's 24-7 diner.
* Along with their announcement of a new Circulator route that will run from east of the river across the 11th Street Bridge and up 8th St. SE over to Potomac Avenue, DDOT has also announced that the Navy Yard Circulator route will no longer go into the Union Station garage. Instead, it will stop at a new location near the flagpoles in front of the building. There won't be any stop at Louisiana and D anymore, either. (See the DDOT presentation posted by DCist for the details, with the Navy Yard route stuff being on page 7.)
* The Capitol Hill Day School's blog is doing a good job keeping track not only of the renovation work at Dent School, but also on the progress on their temporary location at 5th and K, SE. The modular classrooms are arriving, plus there's now power!
* For people who don't stay glued to comment threads (for shame!), ANC commissioner David Garber recently posted with more details about the Georgetown University Health Disparities office moving into the retail space at Capitol Hill Tower: "I was reassured that this will not be a health clinic, and that it is better to think of it as the research center's "home base" on this side of the city. It will mostly be office space, and employees will spend most of their time outside the office at sites in Wards 6, 7, and 8, facilitating research on environmental health, obesity, and breast cancer research. I was told that no more than five clients would be visiting the office each day -- not as a medical clinic-- but that the space would likely also be used to hold meetings for the center's organizational and community-based task forces/committees."
* The Hill is Home gives an update on the 8th Street underpass, where a mural is about to be created to spiff up the space, and where the public parking lot is going to get new signage, lighting, and pricing to encourage Barracks Row visitors to use it.
* President Obama gave a big speech on jobs at the Navy Yard this morning, which will be notable mostly for how my Google News Alert for "washington navy yard" will take days to get back to normal.
There's probably more than this, but this has already cut into that mini-break I was trying to take....
