In addition to the Capitol Quarter townhome development, there are other additional blocks that are slated for revitalization as part of the Capper Hope VI project. The old Capper Seniors building at 7th and M was torn down in 2007, and in 2014 is being replaced with the Lofts at Capitol Quarter. Along the three blocks between 2nd and 3rd and M and I (facing the Washington Canal Park, old Capper buildings will be replaced with three apartment buildings totalling 550 units (both market-rate and low-income). Additionally under the Capper Hope VI, the demolished DPW trash transfer station at New Jersey and K will be replaced with a 322-unit apartment building.
This stitched-together overhead view, taken in March 2006, shows the entire Capper/Carrollsburg site, from the Southeast Freeway at left to the block south of L Street on the right. (03/06)
The same view, more than two years later; demolition of all Capper buildings was finally completed in late 2007. The three cleared blocks closest to the camera are now surface public parking lots, but eventually will be home to the three new apartment buildings; the other cleared blocks behind them are where the
Capitol Quarter mixed-income townhouse development is being built. The
Canal Park will replace the school bus lots in the foreground. (6/24/08)

A rendering of basically the same location, showing "
769N Residential," the first of three new mixed-income apartment buildings (on the left), with 171 units (34 of which would be public housing). The building to the right is the proposed
250 M Street office building.
The easternmost portion of the Capper/Carrollsburg footprint reaches to 7th Street; for many years, the
old Capper Seniors building stood there. (11/1/07)
The same location, after the old building was demolished and a temporary parking lot was built. (6/2/08)
A rendering of the plans for this same stretch of L Street as seen above, west of Seventh, where the 195-unit "Lofts at Capitol Quarter" will begin construction in spring 2014. The building seen at rear is the planned
600 M Street office building, which has no estimated start date at this time. For more details,
see my Lofts at Capitol Quarter project page.
In late December 2006, demolition moved to the final block of Capper residences, bounded by 2nd, 3rd, K, and I. This is the northwest corner of 3rd and K, in May 2006. (05/06)
May 19, 2019 - The same location, now a parking lot.
The southeastern corner of 2nd and I, which is also the northwestern boundary of Capper/Carrollsburg, shown in November 2006. (11/06)
June 16, 2018 - The same location, demolished.
The northeast corner of 2nd and L, in January 2006. The old Star/Post plant is the building at left rear. (01/06)
June 3, 2019 - The same location, now a parking lot.
In November 2006, demolition began on the final two blocks of Capper/Carrollsburg buildings, between 2nd and 3rd streets. Here is the southwest corner of 3rd and K, in August 2005. (08/05)
May 19, 2019 - The same location, now a parking lot.
Demolition strips away the rear wall on the last Capper building on L Street between 2nd and 3rd. (12/06)
Looking south-southeast on 2nd street, at its intersection with L Street, in January 2003. (01/03)
August 3, 2008 - The same location, in August 2008. The Capper buildings on this block were demolished in January 2005, and the
DOT HQ has risen at the end of 2nd Street, across M Street. The southern portion of this block will be home to the
250 M Street office building.
Across the Canal Park blocks, at 2nd and K, was a Department of Public Works trash transfer station, which was demolished in 2012 and eventually to be replaced with a 320-unit mixed-income apartment building. (See June 2012 photos from
inside and
outside.) (10/06)
The trash transfer lot fronted
New Jersey Avenue, meaning that eventually this important location less than a half-mile from the Capitol will no longer be home to industrial uses, but instead more residents, of all income levels. (09/06)
Looking east down K Street, from 2nd Street, in April 2004, when Capper/Carrollsburg was still mostly occupied. The blue-roofed Capper buildings demolished in late 2004 are visible at the far end of the street. (04/04)
June 16, 2018 - The same location, in December 2006, with all buildings demolished. The private homes within the Capper footprint are visible along 3rd Street.
