An overhead view of the first three blocks constructed at Capitol Quarter, built during 2008 and 2009. The Southeast Freeway is at left, K and L Streets run through the blocks, and Fourth Street runs in front of the townhouses. The empty blocks in the foreground are where the phase 2 townhouses will be built. You can see more overhead views of Capper going back to 2006
here. (3/5/10)

February 28, 2016 - The same location, now a row of townhouses, with owners moved in. Construction began here in spring 2008; however, problems were uncovered with the foundations on the original units, and in October 2008 it was
decided to demolish the first frames and foundations and start again. Two months later, new framing began, and the first residents moved in in April 2009.
Another view of the southeast portion of the 4th and L intersection, this time looking south down L, in October 2003. These buildings were demolished in late 2004. (10/03)
June 16, 2018 - The same location, completed.

May 1, 2010 - The same location, with construction underway. Compare the existing homes with the "before" photo to see how many have been renovated.
Many people get their only view of the Capitol Quarter area when they drive under the SE Freeway and onto Virginia Avenue at 3rd Street, on their way to the I-295 on-ramp at 8th Street. This is the northeast corner of 3rd and Virginia, in July 2005. (7/05)
May 19, 2019 - The same location, with construction all but finished.
The south side of I Street, between Third and Fourth, in January 2003 (one of the very first photos I took of Near Southeast), when much of the Cappers was still inhabited. (04/06)
April 26, 2015 - The same location, where construction began in fall 2009. This is the final block in Phase 1.
The three blocks that make up Phase 2 run north to south from I Street. This is I, looking east from Third, in November 2004, with some units still occupied. (11/04)
October 5, 2014 - The same location, with the north side of the block finished as part of Phase I, and the south side now complete as the first part of Phase 2.

June 16, 2018 - The same location, which was cleared in 2006 and was home to the original Capitol Quarter sales center; the trailer was removed in June 2011.
In April 2006, this Capper building on the north side of L Street just west of 4th stood waiting for demolition. (05/06)
September 9, 2012 - The same location.
In November 2006 the last section of Capper buildings within the Capitol Quarter footprint were finally demolished; this is a May 2006 photo of the southwest corner of 4th and L streets. (05/06)
March 24, 2019 - The same location, after. Note the additional disappearance of the old brick townhome next to 300 M; this house had been bought by the DC Housing Authority in 2005.

June 16, 2018 - The same location, all done, marking the completion of Capitol Quarter.
There are actually some already existing private homes within the Capitol Quarter footprint; these will not be torn down. Here are some of the ones along 3rd and K streets; the 3rd and K Market closed some months after this photo was taken, but reopened in 2009 as Cornercopia. The Capper buildings at far left have since been demolished. (11/04)

In June 2009, Capitol Quarter moved its sales center from a temporary trailer to one of the newly completed townhouses on Fourth Street, with the sales center and the house next door also being model homes.

Looking along the row of roof decks along Fourth Street, looking northwest. The Capitol dome, pretty much invisible in this shot (it's just to the right of the dormer), is much more prominent in person, although a Garfield Park tree prevents the view from being pristine.

Looking south on 4th Street, just past the freeway overpass, in April 2004. Relocation of Capper/Carrollsburg residents had begun in 2003, but many of these units were still occupied at this time. (04/04)
The same location, in April 2009, with Capitol Quarter constrction now visible. The buildings along the left/east side of 4th, including the ones that surrounded St. Paul's Church, were demolished in late 2004. The buildings on the right/west side were demolished in summer 2006. (04/09)
