Thanks to a tip from a reader, I checked out Capper/Carrollsburg this afternoon, and there are signs that some demolition is about to be started, on the block between 3rd and 4th and K and L, which is the one block where private homes have been existing alongside the abandoned housing. I don't know if this is the start of demolition for all of the remaining buildings, or if there was just a desire to get this particular batch of buildings taken down since they are right next to private homes, but one way or the other this is nice to see, because it's not good for a neighborhood to have so many deserted buildings still standing. And I would certainly imagine that EYA would not want the shells still there when sales start on Capitol Quarter this fall.
UPDATE, 10 days later: Not much progress has been made on the demolition site mentioned above, but I see now that initial work appears to also be going on in the block just to the north, which has nothing but abandoned Capper buildings on it (bounded by 3rd, 4th, I, and K). The roofs above the front stoops are being crow-barred off the buildings, and some piles of trash have appeared in the courtyards.
UPDATE: Also in the Spring-Cleaning department, the Star Market at 2nd and L has just gotten a fresh coat of red paint. Perhaps the new owner is planning on reopening the little bodega once Capitol Hill Tower opens its doors? (See the CapTower SE Corner slideshow to refresh your Star Market memory.)

At last night's Zoning Commission hearing, approval was given for the second-stage PUD for Capper/Carrollsburg, along with some modifications to the first-stage PUD. This should be the last zoning hoop for EYA to leap through before the project gets underway. The Capitol Quarter web site now says "Coming Fall 2006." But is that when sales start, will any sort of construction begin before then? Right now, I don't know. I do hope, though, that the city gets moving and demolishes the rest of the vacant Capper buildings before EYA has to start marketing the new construction, because it appears some scary elements are squatting now in those buildings (fences have been bent back, and doors to the buildings are broken open).
For those wondering if the Capper/Carrollsburg ("Capitol Quarter") townhome development would ever get moving.... Today 143 building permit applications were filed with the DC Department of Consumer and Regulatory Affairs for addresses in the eastern half of the Capper land. The applications cover lots for all the areas between 4th and 5th streets where the old Capper buildings have already been demolished, plus the triangular sliver of land along Virginia Avenue. As for when shovels will go in the ground, who knows. And sales aren't expected to begin until summer. I just read somewhere that 100 of these will be market-rate, and 40 will be "workforce housing", but for the life of me I can't find the link. Will keep searching. UPDATE: Duh, it's on the Capitol Quarter page itself. I've got to get new glasses.

For the first time I've seen a price attached to the townhomes at Capper / Carrollsburg (the development, by EYA, is dubbed "Capitol Quarter")--an ad in Saturday's Post says that the townhomes, coming in Summer 2006, will be priced from the low $400,000s. The web site still says nothing more than "Coming 2006." Hopefully with the final zoning approval of the second-stage PUD not far off, they will begin their marketing and provide much more information on the entire development. UPDATE: And just like that, EYA has launched a redesigned web site--it's much prettier, but it doesn't have any additional info on Capitol Quarter.
I've added a graphic to my Capper/Carrollsburg page that shows the general outline of the plans for the area. (I realized that while I know what's going where, and have mentioned it from time to time on my site, perhaps not everyone can read my mind and so might prefer an easy-to-read image that lays out the concepts of this 33-acre revitalization, rather than having to sift through piles of zoning documents or waiting for EYA to add a real "Site Plan" link to their Capitol Quarter page.) I also added a similar graphic and some detail to the Ballpark District page, while we wait to find out what the AWC has up its sleeve.

A couple of items so small I can't actually believe I'm posting them, but here they are anyway:
· It's not on the schedule for this Thursday's meeting, but it's quite possible that the DC Zoning Commission will vote on final zoning approval for the stadium text amendment to the Capitol Gateway Overlay. UPDATE: Okay, now it's on the schedule.
· A "notice of environmental cleanup" sign in front of the property acquired by JPI on I Street says that the project will be two 13-story buildings with 700 residences and 600 parking spaces. Also, despite the fact that signs on the lot say 70 I Street, and that the tax parcel information is for 70 I Street, and that the lot is west of 1st Street, and that there's not one but two other lots on I with the "100" address, JPI is insisting on calling this 100 I Street. So I give up. Uncle. I'll call it 100 I Street. Under protest.
· Fences have gone up around the remaining abandoned Capper/Carrollsburg buildings, between 4th and 2nd Streets. No sign of impending demolition.
· A reader reports that pre-construction sales at Capitol Quarter (i.e., Capper/Carrollsburg) are now being delayed until Summer, 2006.
· The demolition a few weeks ago of the retaining walls behind the Carroll Apartments was not the beginning of construction of Capper Seniors #2 (the "wraparound" addition to the Carroll Apartments)--DCHA is still looking for a contractor for the project, so this is not likely to begin before the end of the year.
· For those of you wanting to know about any progress on Washington Canal Park, I've checked and there's officially No Progress.

Eakin-Youngentob has christened its Capper / Carrollsburg redevelopment "Capitol Quarter." EYA will be building more than 240 market rate, for-sale homes, and also 130 affordable for-sale and rental homes, with pre-construction sales expected to begin in Spring, 2006. If you're interested in this project, be sure to sign up for their Preview List, as list members usually get the first word on sales.

Eakin-Youngentob has announced that pre-construction sales at its Capper/Carrollsburg mixed-income project will begin in Spring 2006. Eventually the project will include 1,562 rental & ownership units, including 707 public housing units, 525 affordable rental units, 330 market rate homes, and 855 additional moderate/market rate units.

Big news! Real Estate company Eakin Youngentob has added the Capper/ Carrollsburg redevelopment project to its web site, marked as "Coming in 2006." Not much information there, but you can add yourself to the preview list to get first crack at the market-rate for-sale homes in the project. (I don't know exactly how the market-rate versus affordable units will be doled out, nor do I know how the public housing units fit into all of this; I'm sure more information will become available, and I'll bring it to you as I find out. Read my own Capper/ Carrollsburg Revitalization page for background and details.) The first offerings would be in the area of Capper/Carrollsburg that has just been demolished, between 4th and 5th and Virginia and M. The project will move slowly westward, to 2nd Street/Canal Park, over the next few years.
Don't know when construction would start, don't know when homes would be available, don't know nuthin' except that you probably shouldn't pack your bags just yet. :-) But this is a big deal that the project is now being advertised, and another great step forward for Near Southeast.
