Capitol Quarter Townhouses

In 2001, DC received a $34.9 million Hope VI grant to redevelop the 23-acre Capper/Carrollsburg public housing project as a mixed-income development. The 700 Capper public housing units are to be replaced one-for-one, and added to them will be another 1,200 market-rate and workforce-rate rental and ownership units and 50 Section 8 ownership units. There will also be 700,000 sq ft of office space at 250 M Street and 600 M Street and 50,000 sq ft of retail space. Construction started on the first phase of townhouses in June 2008.

"Capitol Quarter" is the townhome portion of the Capper/Carrollsburg redevelopment, being developed by EYA. It covers the blocks between 5th and 3rd Streets, and Virginia Avenue and M Street. All told, it will offer approximately 120 market-rate townhomes, 91 workforce-rate townhomes, 23 Section 8 units, and 88 subsidized rental units. For more information, including floor plans and prices, visit the EYA Capitol Quarter official web site.

Phase I Blocks | Phase II Blocks | Sales Center/Street Model

The first phase of Capitol Quarter townhouses are being built on the blocks between Fourth and Fifth Streets, SE, from Virginia Avenue south to L Street. This phase will also include houses on the triangular block bounded by Virginia, Third, Fourth, and I. What follows below are selected views of blocks in this first phase--to see many more photos of the Phase I blocks, see the Capitol Quarter Phase I Expanded Photo Archive.

The same location, with vertical construction having started at long last in summer 2008, and with 400 M/Capper Building 2 now at rear. However, problems were uncovered with the foundations, and in October 2008 it was decided to demolish the first frames and foundations in this block and start again. In December 2008, new framing began. (12/29/08)  Click to see all available photos of this location.

The same spot, in August 2008, with 400 M/Capper Building 2 about to be obscured by the townhouses coming out of the ground. The foundations seen here were demolished in October 2008 because of structural problems, (9/07/08) Click to see all available photos of this location.

The same location, with construction underway. Compare the existing homes with the "before" photo to see how many have been renovated. (8/11/08) Click to see all available photos of this location.

Many people get their only view of the Capitol Quarter area when they drive under the SE Freeway and onto Virginia Avenue at 3rd Street, on their way to the I-295 on-ramp at 8th Street. (top left) the southeast corner of 3rd and Virginia in July 2005; (top right) after demolition, in June 2007; (bottom left) the model's depiction of the same location; the park area along Virginia Avenue is a nice touch, not only for the greenspace but also to move those houses as far away from the freeway as possible. Click to see all available photos of this location.

While looking forward to the changes that are coming to the Cappers, it should not be forgotten that this neighborhood has been home to many people for many years, and, at least temporarily, those people have had to uproot themselves. ... and again in August, 2004 highlight the loss of an resident who took great care with their yard. (08/04)
