The new Capper Building #2, left about to open, in November 2007. At right is the Carroll Apartments building for low-income seniors. (11/11/07)
This view is of the northeast corner of 4th and M streets, in April 2004. Boarded-up Carrollsburg Dwellings (demolished in November of that year) are at the rear. (04/04)
May 26, 2013 - The same location, three years later and about to open. Note the addition of stoplights, activated when the
DOT HQ opened across the street. (May 26, 2013)

Fifth Street north of M, after the old Carrollsburg buildings began to be emptied. (05/04)
The same spot, three years later and expanded a bit, with the old shells long since demolished and the new addition about to open. (11/24/07)
Three views of the northwest side of the Carroll Apartments/Capper Building #2, starting in October 2003 (top left), before the demolition of the apartment buildings along 4th and L streets. In December 2004 (top right), the buildings are gone, and Carroll's rear facade is visible. By May 2007, however, construction of the wraparound was nearing completion and had for months again hidden the old building's backside.
Three views of the rear of the Carroll Apartments/Capper Building #2, starting in July 2004 (top left), before the demolition of the apartment buildings at 5th and L. In December 2004 (top right), the buildings are gone, and Carroll's rear facade is visible. By September 2007, the building's exterior was long since complete, and move-ins were just a few weeks away. By late 2008 much of this view will be hidden by
Capitol Quarter townhomes.

The same location, shifted a bit, to show the wraparound now visible at the back of the Carroll Apartments. (05/07)

The kitchen, entry, and bathroom of one of the units. (10/19/07)
The first floor community center, which includes a kitchenette. Residents will have a nice view of the development of

(Left) The computer room, which will have eight workstations; (center) one of the hallways, which are color-coded on each floor; (right) a bathroom in one of the units. (10/19/07)
One of the five two-bedroom apartments in the building (all of which are already rented), a unit at the corner of 4th and M, with great views of the
DOT HQ and also
The Yards. (10/19/07)
The kitchen and one of the bedrooms in a two-bedroom unit. (10/19/07)
The laundry room, not quite yet ready. The Gator in me appreciates the color scheme of the floor. (10/19/07)
The garage, shown here for no reason other than my current obsession with
parking. (10/19/07)
