New Capper Seniors Building

As part of the Hope VI grant for the Capper/Carrollsburg area, two new apartment complexes have been built: Capper #1, the $17.3 million 162-unit building at 900 5th Street, was started in March 2005 and completed in December 2006; construction on Capper #2, a 139-unit companion at 400 M Street to the existing Carroll Apartments building, began in December 2005, with move-ins starting in November 2007--zoning changes have been approved to also allow non-senior workforce-level-income renters (up to 60 percent of area median income) to also apply for residency at Capper Building #2. Demolition of the Capper Seniors complex at 7th and M began in November 2007.

Watching the changes at 5th and K streets, SE, from June 2003 through December 2006. The slideshow begins with the last standing Capper Apartment building, long since boarded up, then tracks its demolition, the clearing of the lot, and the rise of Capper Seniors #1. (play again)



For years, the boarded up Capper Apartment building, built in 1958 and abandoned in the mid-1990s, was the focal point at the bottom of the 6th Street SE exit from the Southeast Freeway. (09/03)

Four views of the last standing Capper Apartment building, from almost exactly the same vantage point (5th Street, just north of the intersection of 5th and K). These old structures were the first public housing built in DC with elevators. Top left: boarded up and awaiting demolition (June 2003); top right: demolition almost complete (January 2004); bottom left: All gone (February 2004); bottom right: a few weeks after the building opened (January 2007 ).

Capper Seniors #1 cuts a nice figure even from a few blocks away (seen here from the Courtyard by Marriott at 2nd and L). The homes across the street from Capper Seniors #1 are private residences, and will remain in place while the Capper/Carrollsburg revitalization happens around them. (01/11/07)
