Half at I, Looking North (see more)

I wrote two posts back in June giving the first details of the plans for "Parcel L" at the Yards, the block west of 3rd and south of Tingey where Forest City is in the early stages of plans for a 270ish-unit apartment building.
Last week the Zoning Commission received the filings for the project, so now there are some additional details about not only Parcel L's residential building, but a few other items percolating nearby.
First, the basics on Parcel L, some of which may or may not be new (what, you think I'm actually going to go back and read what I wrote?):
The plans are for a 110-foot-high building with somewhere between 270 and 285 units, 54ish of which will be set aside for households making up to 50 percent of the Area Median Income.
There will be a little more than 17,000 square feet of ground-floor retail, on the building's southern and eastern sides, facing 3rd Street and the Yards Park.
Two levels of below-grade parking will provide 270 vehicle parking spaces for both the residential building and a planned future hotel on the north end of the block. There will also be 109 long-term bicycling parking spaces in the garage.
Originally the plan was to open to vehicles 2nd Street south of Tingey down to an extension of Water Street, but that has been replaced with the idea of a 2nd Street "mews," helping to create a much more pedestrian friendly approach to the Yards Park from points north and west.
In the rendering below, you can see the apartment building's position on the block with the planned hotel site to its north. What you also see, in the foreground, is Tingey Square, the planned reconfiguration of the intersection of New Jersey, N, and Tingey. The site plan at right shows the Parcel L layout, the 2nd Street position, and Tingey Square. You can also see how then the residential entrance is keyed to the road on the southern side of Tingey Square while the hotel sits on the square's eastern edge.
In honor of all of this additional info, I have now created a Parcel L page, my 10th Yards-related project page. I also added to the main Yards page a spiffy updated Yards development map that was included in the Parcel L zoning filing, with all the parcel markings and whatnot.
Forest City representatives told me in June that the company is looking to get started on the Parcel L apartment building in 2018.

Love that last image showing parcel A filled in. I definitely think a park is warranted there, if not something a bit larger and further westward, too.

With the thousands (?) of units coming to the area - can the transportation infrastructure and surrounding areas really handle the increased density?

dude says: (7/18/16 10:37 PM)
I said it before, I really like the looks of this one.

@exyarder... We shall see I suppose.

Totally agree re: the looks of the rendering of this building. Hopefully they do a good job of insulating the windows on the apartments though - the roar of children at the pool in Yards Park is not what I would consider a pleasant weekend morning wakeup call!

exyarder, I had to chuckle at your question on transportation infrastructure simply because all of the troubles Metro is currently having with respect to the current population density. So as dude said, there's really no way to know how this is going to shake out yet. It's a little bit scary that so much of the neighborhood's ability to move people in and out will depend on whether that system can be made reliable. There were a few comments on another thread about transportation that relate to this. If you are going to limit parking capacity in the larger buildings with a goal of making neighborhoods cleaner and safer for cyclists and pedestrians, then the transportation plan needs to be comprehensive - meaning you better be able to offer an efficient public transportation system as an alternative to driving (i.e. simply having bike storage in the basement isn't going to cut it!).

RMP says: (7/19/16 9:22 AM)
@exyarder I asked a bus planner at WMATA about the possibility of adding new routes or just more capacity. The answer I got was basically to take it to Charles Allen because it needs some political will to get done.

I still think it looks old and cheap, like the many highrise apartment buildings built in the late 60s.

Andrew in DC says: (7/31/16 7:26 PM)
I may be daft, but what's the work going on with the north end of this block right now?

JD says: (7/31/16 7:54 PM)
Do you mean more in front of the pumping station along Tingey? That's the DC Water big Clean Rivers Project.

Andrew in DC says: (7/31/16 9:18 PM)
Ah, yeah, i guess it is more along there. Guess that makes sense. I saw some huge piles in the ground and hoped they were more building-related. Soon!
