1st at Potomac, Looking West (see more)

It was back in June that we saw the first hints of the six-story green-glassed undulating LEED-platinum building that DC Water is proposing for its new headquarters, to be built on top of and surrounding the existing red brick O Street Pumping Station. (No, not the historic main pumping station.) This location is also immediately to the south of the planned Showcase Icon movie theater, which you can as the top-right "Development by Others" box in the site plan.
This week, in advance of the project's Oct. 26 hearing, additional documents were filed with the Zoning Commission, and of course I can't resist drawings depicting bright sunny vistas with shiny new structures, so here's a big pile of views, starting with the ones that most people will see, looking east and west along the bridge between Diamond Teague Park and the Yards Park (click to enlarge):
Next up are the wider views, from above the Anacostia River (left), the Yards Park (center) and from the interesection of 1st and Potomac, a view which shows the plans to extend Potomac Avenue one block eastward, which is also visible in the from-above view along with general concepts of the expansion of Diamond Teague Park and also where Forest City will be putting residential buildings across from the ballpark:
This last batch shows a closer street-level view from the new Potomac Avenue extension (with the movie theater building immediately to the rear), from a new behind-the-security-fences plaza at the foot of the building that most of us will never set foot on, a rooftop view, and then the cute little combination guard house/covered bike parking on the north end of the site.
The project received the unanimous support of ANC 6D at its September meeting, albeit with having secured a letter from DC Water stating that the agency "will take any and all reasonable measures to prevent our employees from parking on residential streets," a concern given that the plans have only 20 on-site spaces. Steps include a $75 transit subsidy, negotiations for additional off-site parking spaces, and "maximum flexibility" for telework and alternative work schedules when there are events at the ballpark. DC Water also pledges to have the displays in the building's public lobby "to share community news, [and] advertise Yards Park or Capitol Riverfront BID events."
You can check out my DC Water page for more views of the footprint, and also read my previous post on the HQ for more details.

This is so cool! It's sure to become an architectural icon in the neighborhood.

Love it. One question though, how is the lobby public, but the plaza isn't?

JD says: (10/8/15 1:39 PM)
The lobby is on the west side and faces Potomac Avenue (see rendering), but the plaza is on the east side, fenced off.

Off topic, but I wonder if there's a way to retroactively make the DOT (and Navy Yard?) agree to "take any and all reasonable measures to prevent our employees from parking on residential streets". The number of out-of-state license plates with "Visitor" placards that park in the neighborhood from 8 to 5 every weekday makes me wonder whether there's a parking permit black market out there...

jg says: (10/8/15 4:10 PM)
@Ampersand, there is absolutely a black market for the Visitor Parking Passes. My wife showed me a listing for one on the MOTH listserv the other day - I think it was being listed for $100 (a bargain for 3 months of free street parking compared to a lot or garage). I've watched people slap them on their dashboard and go directly to the 200 I street office building - using them for commuter parking is not legal (as is selling them), and is obviously not what the program was intended for.

r_rudd says: (10/8/15 4:20 PM)
@Ampersand - I was once approached on the 3rd Street sidewalk by someone asking if I had one they could buy. I guess they saw me coming out of my house and figured I was a resident. I dismissed their request and didn't even entertain a discussion of $$$. She had a DC government ID badge, so she is probably a 200 I Street employee.

There's a simple way to get rid of the black market for parking passes - and that is to eliminate free parking passes.

Don't send out free Visitor Parking Passes - make residents purchase them at a high enough cost to dissuade the black market use.

Same thing with disabled parking placards - eliminate free parking for disabled vehicles and you will remove the incentive to cheat the system, since you won't get to park for free if you do.

These renderings look great (the blue water, however, is wishful thinking). What a breath of fresh air from the typical boring boxes.

Thanks for reporting...Your blog is one of the only places covering this.

jg says: (10/8/15 5:24 PM)
agreed, Alex B. It was a nice idea, in theory, but the VPP program as currently constituted does not work as envisioned.

As for the handicap placards, I think there were some rumblings earlier this year, either from DDOT or the Council, about eliminating free parking for cars with handicap placards, and Mayor Bowser nipped that good idea in the bud.

SWag says: (10/9/15 7:48 AM)
@AlexB. VPPs aren't free...

I agree, I think it looks nice. Maybe one story too tall though.

"Don't send out free Visitor Parking Passes - make residents purchase them at a high enough cost to dissuade the black market use."

Nice in theory, but fail in practice. Just compare VPP prices to around $100/month for garage parking.

If the black-market rate is $100/year, while RPP is $35, there is no way DC is going to charge $100 per visitor parking pass. And if they did, the black market rate will similarly increase.

Wow!
