I wrote a few weeks back about the release of the draft EIS in the ongoing search for a site for a new Marine barracks, and about the five sites the document analyzed, three of which are on privately held land or privately-controlled land (at 8th & Virginia, 11th & M, and in the northeast corner of the Yards), and two of which are at sites under federal control, within the walls of the Navy Yard and on the current Bachelor Enlisted Quarters land at 7th and L.
Today, DC Delegate Eleanor Holmes Norton released her comments on the study, saying that the private sites "should not be chosen because of the significant negative impacts on District residents, District business owners, and the District economy" and that the Marines "cannot now swoop in and take these prized sites in a city that has almost no land left for development for the benefit of its growing population and businesses."
In comparison, she says, the two sites on federal land "will protect private landowners and lessees in the District while at the same time providing the opportunity for increased economic development at the current Building 20 site" (at 8th and I).
The period for commenting on the EIS ends today, May 26. so if you are desperate to add your voice, I would hope you can submit via the web site until midnight.

For both the Navy Yard and current 7th & L BEQ location, the big reason they don't really like the idea is that they can't include parking in either of those spots, and would end up using the underground garage at the current Building 20 at 8th and I (even if it's redeveloped for public use on top). Both spots are also very tight, kind of shoehorning in the new barracks, rather than some sparkling new and spacious barracks elsewhere.

I second Alex B.'s point -- I'm certain that JDLand's loyal readership would know the legally-required parking spaces per unit for both apartments and condos in D.C. So how does the Marines' current parking garage usage per barracks resident compare with the market (or neighboring civilian buildings such as Onyx).

It would be interesting to see if the Marines have a higher car-use-per-resident than their neighbors. Either way, I'm all for building the new barracks within the Navy Yard or next to the existing barracks.

I am not certain about the Marine barracks but at the Navy Yard, I think the Navy is very generous about providing its employees with parking. My girlfriend notes that several of her colleagues drive to work despite being in close proximity to two metro-rail stations, several bus routes, and being provided a metro-rail subsidy.

I wouldn't really call it "generous." Parking is limited, new hires are coming on the Yard every week, and they're prohibited from constructing any new parking. If you're not in the garage by 8am, you can forget about parking. The other issue is that most of the folks I work with commute from Fredericksburg, Front Royal, and even Gettysburg, so taking Metro really isn't an option. They have been very aggressive about promoting telework though.
