 Sliding from Before to After

DDOT has just put out word that the "new" on ramp to outbound I-695 (i.e., the Southeast Freeway to the 11th Street Bridge) will be opening "on or about" tomorrow, April 8.
"The opening of the new ramp provides a direct connection from Capitol Hill and the Navy Yard/Barracks Row area to northbound DC 295 and southbound I-295 via 8th Street SE."
This ramp, while technically new, is really just the replacement of the old ramp at 8th and Virginia, albeit now shifted a few yards to the north on 8th. My photo above, from a few weeks ago, shows the new ramp, with the outbound freeway lanes to the left, and at right, the under-construction ramp that will bring traffic from the freeway down to the new signalized interchange at 11th Street.
DDOT has also provided a spiffy map for the new ramp, showing all sorts of arrows.

I'm a little worried since I can't see anything about it in your maps and attachments (though I might be missing something as I don't speak fluent DDOT). While the construction of this on ramp has been obvious for some time now, I can't say with any confidence that I see anyplace that appears to be an exit from I-695 Westbound emerging.

Found your answer below -- our ANC6B rep Kirsten Oldenburg wrote the following after the March 10 meeting of the 11th Street Bridge Community Communications Committee:

Ramps: Between now and the end of the year, several Freeway Bridge related ramps will open and/or close. (The project designations for these ramps are shown below in [brackets] to help with identification using the 2014 Milestones map posted on www.kirsten6b.org):

New 8th Street outbound on ramp (includes installation of traffic signals for 8th & Virginia Avenue intersection): opening early April [E-2]
Eastbound exit ramp onto 11th Street [D-4]: open by July 4th
Westbound 11th Street on ramp [D-3]: temporary closure June 17-August 27
New westbound exit onto I Street at 9th Street [E-1]: opening by end of 2014

Looks like the 11th Street westbound ramp will close (boooooooo) for a couple of months, but that might be enough time to change the weird, recently-formed traffic patterns on 11th Street SE. And we'll see if the new westbound exit gets built -- I thought the Marines had ongoing questions about force protection (and thus keep pushing for the new barracks). It wouldn't make sense to open the new ramp between their buildings without having a plan to build new barracks soon. Unless...

And one more thing -- someone (DDOT or Skanska) just installed super-bright LED streetlights at the intersection of 8th Street and Virginia Avenue SE. I ran under them at 0600 and they were bright as daylight.

I've noticed that the city has installed LED lights in alleys on Capitol Hill and on I-695 eastbound on the new 11th Street highway bridge. It would be great to see more of them; they give off better, clearer light than our familiar orange halide bulbs and use far less electricity, too.

Also, I mentioned that Barracks thing in an 11th Street Bridges post not that long ago. If that 9th Street ramp opens before they move from that barracks, we will see that we have truly entered a post-9/11 world.

There will be an exit at 10th St SE. In the same place as the current one. They just need to tear down the existing flyover (in progress) and replace it with a new one.

It's ramp E-1; coming from the south along the bridge, you would exit to your right before the bend in the road, follow the path of the old flyover (on a new flyover bridge) and exit on to Eye St near 10th.

The existing WB on-ramp at 11th will close and be re-configured to account for this change (which is why it will close soon).

See how there's now a ramp coming off of ramp A1 (the inbound freeway), snaking under the on-ramp from 11th, and taking traffic between the Barracks buildings.

JD, any idea what will happen to the property on the corner of 11th & M? between the ramp and that corner there is a lot of space, that could be developed. It is in a prime locations, too.

Also, any word about the old Exxon Station there?

@E, do you mean on the northeast corner, where all the construction is? Or just the Exxon lot, on the northwest corner? I assume some day the Exxon lot will get bought and redeveloped, but nothing's been mentioned so far.

FYI -- a little birdie from the Capitol Roverfront gang told me the Exxon lot (on the NW corner of 11th and M) is slated for an "exicting" redevelopment, and that a buyer has been looking at possible soil remediation as a final hurdle before making any announcements. Of course, the lot was a gas station... so this could take a loooooong time.
