 Sliding from Before to After

At 1st and K SE, the neighborhood is getting a great demonstration of how quickly a just-started apartment building project can pop into view if the below-ground infrastructure is already completed.
Toll Brothers bought the site from the Cohen Companies last year, and because Cohen had originally planned a sister building to Velocity on the lot, it had gone ahead and built the garage and other underground necessities at the same time Velocity was built in 2007. But then, well, Phase 2 never actually happened, and the covered garage remained a Tetris-like landscape until Toll came along.
It was at the end of last month that nearby residents started seeing the first hints of work at the site, and now a few weeks later the ground floor of the building is already up, as you can see.
Toll is keeping details about the building pretty close to its vest--unless you're a Velocity resident. That group received a briefing in September and was told that the building will be called River Parc, will have 277 rental units, no retail, and is expected to start leasing next fall with completion in spring 2015.
And Velocity residents were even shown a rendering of the new building (thanks to Jake for grabbing a pic of the poster board, which I've straightened out a bit--UPDATE: and see below for two more).
This stretch of 1st Street between K and L used to be made up of small auto-related businesses, with the buildings facing K having a bit more tawdry offerings, such as the "In & Out Video 'and so much more'". All were demolished in Spring 2007, and now the vista looks a little different, not only on this block but elsewhere:

Selfishly disappointing that there's no ground-level retail, but seeing development move along quickly is always strangely satisfying.

Thanks, Jake. I wasn't actually planning on diving back in to actual news just yet, but it was hard to not do anything during a week with news of Whole Foods, Bluejacket, Hampton Inn, and Toll Bros.... I will probably be remaining on a somewhat abbreviated blogging routine, though--in other words, don't expect me to start going back to ANC meetings. :-)

I agree that it would be nice if they filled the other places, but I look at it almost as a chicken or egg thing; the retail attracts people, but people are needed to support the retail. Unfortunately once they build it without retail, it will be hard (if not impossible) to convert it to retail later. It would be nice if there was something to attract people who dont live in the neighborhood other than the baseball games. Hopefully the yet to be built buildings by the stadium will have more retail in them.

In the city's densest census tract, south of Logan Circle, only 14th St. has retail. The other blocks are mostly mid-rise residential.

I'd rather have a critical mass of well-curated retail south of M St. and a quiet residential area north of M (built soon, to provide customers) than have scattershot retail throughout. With big draws like a Boilermaker restaurant row, a cinema, hotels, and oh, the stadium, I think there'll be plenty enough to do in the neighborhood even if not every building includes a throwaway retail space (a la Cap Hill Tower).

Also, plenty of spaces can be converted from residential later -- many shops throughout historic neighborhoods around here were once rowhouses.

Speaking of retail, it looks like something might be happening with the space at the corner of 909 New Jersey Ave. The lights were on in the building at 12 AM last night and it looked like there might have been some construction work in this space.

No building permit has been submitted or approved anytime recently for 909 New Jersey. (Not saying you didn't see some activity, just that there's no evidence of a permit in process just yet.)

If DCHA could get their act together and start one of their 5/6-story apartment buildings in early 2014, they could deliver in 2015 and beat the rush.

The lack of retail kind of proves that Toll Brothers still doesn't really know how to build in an urban environment. Maybe they'll learn someday. :(
