A tweet just out from the Capitol Riverfront BID says that Kruba Thai is now open, although with the caveats that the full Thai menu is available, but alcohol and sushi aren't yet, so definitely consider this a "soft opening."
If you swing by and check out this temporarily liquor-free version, post your thoughts in the comments.
Even without the alcohol, Kruba is now the first sit-down/table-service restaurant to open in Near Southeast since Justin's Cafe arrived in spring 2010.
For those who haven't followed closely, Kruba is in the southwest corner of the ground floor of the Foundry Lofts building, just north of the Yards Park on 3rd Street, SE.
UPDATE: I wandered down, and they are indeed open. A couple of photos:

Went here tonight with my wife and another couple and it was excellent. I had deep fried duck and a Thai tea, my wife got gang gai chicken curry. Can't remember what the other two got, one was a different curry entree, but we all loved what we got! Highly recommend.

Went last night...very good. Had the Drunken Noodle and was not dissappointed. Hostess told me that they expect to have sushi sometime next week. They are unsure when the liquor liscense will be approved, could be a couple weeks? Thanks DC govt. I dont understand why it takes so long for these things to be approved.

Either way, excited for the place and will be back.

My guess is that they still need to pay the "application fee" for their liquor license.

I think "application fee" was code for, let's say, a payment to a government official that would facilitate the processing of a license application. Wink, wink.

I don't think spring is gonna be a possibility for the Boilermaker Shops except for the dry cleaners which has a sewing machine installed. If you look inside the other locations there isn't even a floor/foundation. They have a lot of work to do to meet a spring timeframe.

Have been a few times already and this place is pretty good - can't wait for the sushi and a nice Kirin or Asahi on my next visit.

My wife and I went to Kruba's last night. The food was delicious and they give you large portions. I had the Chicken Fried Rice and my wife had the Kruba Chicken Cashew. Highly recommend both. They have started serving sushi, and according to the waiter, they are hoping to have their liquor license next week.

Good food there, but the service was REALLY slow even with the restaurant half empty on Friday night. Perhaps the staff is still getting adjusted.

They were understaffed on Friday. I'm not sure management was aware of the ice rink opening, but it was the same amount of people I usually see working on the weekdays. So yeah, service was slow, but the food was delish as usual.
