Tucked away in today's DC Register is a zoning request by Forest City Washington to allow the second story of the currently de-skinned Lumber Storage Shed at the Yards Park "to be used for general office purposes, on an interim basis, for no more than 20 years." The filing says that Forest City wants to temporarily relocate "in order to facilitate the leasing of the ground floor and to finance the building's restoration."
The intention has been for the shed to be given glass exterior walls and be a retail space--this new plan would still include ground-floor retail (in a very picturesque location at the Yards Park, right by the 3rd Street Plaza and the overlook). There are two other retail pavilions planned for later phases of the park as well, on the open spaces just to the east of the shed.

20 years? Please, not! I was in the park a couple of weeks ago, and noticed that the retail areas underneath the bridge appeared to be filled with architectural and planning materials. Are they currently using those spaces? I'd be fine with a short term use, but 20 years sounds nothing like "interim."

The issue was that there has been a lot of interest in the 1st floor retail, but not in the 2nd floor. But, in order for financing to come through, having a higher percentage of leased space was necessary. This change will allow the building to be finished much sooner, and without much of a perceived difference in use. There will still be another all-retail pavilion next door, and the first floor of Lumber Shed will be all retail.

I think this is a good idea. More office workers means more business for those retailers who move in, and as long as the first floor remains dedicated to retail, I don't think it will have any impact on - as David said - the perceived use of the space. Plus, there will be tons of other retail options nearby once the other buildings are converted. I see it as a good option to get this effort jump started.

The Yards is FCE little prize project here - only makes sense to move into office space you already own and right in the middle of project. Plus as mentioned above makes getting the overall project easier to get started with 50% of the place already 'leased' out.
