The Capitol Quarter folks (EYA and the DC Housing Authority) have just released information on the next offering of "workforce" houses for sale, the program where buyers who make between $80,000 and $115,000 annually and meet a host of other requirements and restrictions can buy a townhouse at Capitol Quarter for under $600,000. If you go to the workforce web site at EYACapitolQuarter.com, you'll find all of the information needed to register and be "certified" as eligible in advance of the April 18 lottery. There will be a maximum of 18 houses for sale in this lottery, though possibly fewer if previous Capper residents exercise their options to buy one.
The first workforce lottery was way back in November 2006, when 176 people entered the lottery for 20 houses.

Can someone who makes between $80-$115K a year qualify for a $525-550K loan (plus any options/upgrades)? Seems a bit of a stretch.

Back at the first workforce housing lottery the Decatur was offer at $295K and the Elliot started at $350K. Income ranges were drastically different too. One person income could not exceed $72K.

Did the First Phase of EYA have a clause of a second mortgage like the Second Phase states in its literature?

"...DCHA will provide a
0% interest, no monthly payment, 2nd mortgage (non-amortizing with 30 year balloon
payment due upon sale or refinance) of $175,000."

Hi Rich--Alas, I don't remember the specifics of the first workforce phase (this is rules for *workforce*, not *market-rate* units).

First phase of workforce houses did not have the 2nd mortgage clause. That was a part of the new terms for the workforce program.
