For those who haven't wandered past themselves, I've posted a few photos of the post-demolition landscape at Capitol Quarter--this was done because of structural problems uncovered in the foundations, which EYA decided were severe enough to require the demolition of the existing work rather than just trying to patch it or shore it up. If you want to see how the construction went up and then came down, here's all the photos of the southeast corner of Fourth and L taken this year.

What's the certainty that it was "foundation" problems that caused the tear-down? Has this been confirmed by anyone beside the developers?

Not sure I understand that. I'm satisfied that it was foundation issues. I'm sure this is costing EYA plenty to recify this.

Right. Bruce's satisfaction and the many kudos from residents-to-be aside, the question is:

Other than the developers themselves, has anyone stated, "There were foundation problems with these buildings"?

What do EYA's books look like at this point? Given the delays already incurred, the state of financing elsewhere in Southeast, the state of the economy, what is the confidence in the project's moving forward? However much it is costing EYA to tear down the buildings, mightn't it be less than the carrying cost of the land with homes unbuilt? Tear down, allow foreclosure, move on ... why is this not possible?

I'm not at all implying answers to the above, but I don't understand absence of the questions.

The DC Housing Authority has confirmed for me the problems with the foundations. The entire Phase I batch of buildings are still scheduled to be completed on time.

(adding) Remember, Justin, this is not a pure market-driven development owned by EYA. This is a Hope VI DC Housing Authority venture, backed by millions of dollars in bonds. It's not like any other development going on in the neighborhood in terms of what could be happening with market forces. The decisions are not purely EYA's.

Now, you might not see Phase 2 get started anytime soon, because of the need to get bonds/financing in this tough environment, but Phase 1 continues to move forward. In fact, the original delivery date for these first homes on L Street was advertised to the bond market as April 2009; that will still come close to being met. (EYA had made up some time over the summer to have allowed the possibility of late 2008/early 2009 delivery of the first units; now they've just "reverted" to the original timelime for most of them)

Exactly....The question of liquidity was addressed, giventhe current climate and I was assured that was not an issue. Phase 1 will be built as planned. EYA had plans on another release toward year end (I believe), but that may change....

They will probably knock down this whole project in 20 years anyway when they realize the mixed use development is a recipe for failure.
