 Sliding from Before to After

* The Marines have officially scheduled their "public forum" on their search for a new barracks location (officially dubbed the easy-to-remember Community Integrated Master Plan [CIMP] process) for Tuesday, Nov. 30, starting with an open house at 5 pm, followed by "speakers representing the community of stakeholders" who will "present their viewpoints," followed by a discussion period. It will be held in the North Hall of Eastern Market, at 7th and North Carolina, SE.
This won't be a meeting where the new location will be unveiled; in fact, ANC 6B commissioner Norm Metzger says "it will be a year or more" before a Request for Proposals for a new site will even be issued, with construction to start in 2013 at the earliest. (This is perhaps a little longer than the timeline that was talked about just a few weeks ago, which included a hoped-for start of construction early in FY13, better known as late 2012.) * At the September ANC 6B meeting, I was told that CSX was expecting to announce that their first "public scoping meeting" for the Virginia Avenue Tunnel Project would be on Oct. 20; however, that planned session is being postponed, with a new date to be announced.

For what's it worth - I e-mailed a question about access to the Marine Annex - its not quite as "open" as some might believe:

"Use of the MBW Annex athletic outdoor facilities must be scheduled through DC Parks & Recreation department, which then in turn coordinates with MBW Marine Corps Community Services (MCCS) for availability of the field. This is part of a Memorandum of Understanding with DC Parks & Rec that originated when the facilities were first constructed. All pre-approved civilians entering the installation are still screened by the MBW Guard force. For the most part, the reservations are for teams/league practices and games, not individuals using the facilities."

Also, DC Parks and Rec sets its schedule twice a year (the next one is a few months away) and gives priority to the wee ones.

DC P-and-R activities are entitled to the field 4(?) days a week, between 4pm and 8pm.

I forget if I asked the MCCS guy any other questions, but thats some additional points that I rec'd from him yesterday.

But if a nonmilitary person wants to walk up and use the annex to shot some hoops or do wind sprints on the field apparently they can't from what I understand, right?

That's correct. You need to be sponsored to get in during non-DC P-and-R times
