The first lottery of workforce-rate homes in Capitol Quarter's second phase is being held on Saturday, and EYA tells me that 62 people have been pre-certified to particpate. The units are available to households with an income between $82,800 and $119,025, along with a substantial amount of other requirements and restrictions for participating in the program. The now-completed first phase of Capitol Quarter has 42 houses that were sold under the workforce-rate program.
As for when construction on Phase II will get started, the big money financing paperwork is nearly complete, which if finished as expected within the next couple of weeks would have the first batch of houses delivered in the May/June 2011 timeframe. When finished, this second phase will add 60 market-rate, 39 workforce-rate, 17 Section 8 ownership, and 47 subsidized rental units to Phase I's tally of 61 market-rate, 42 workforce-rate, 8 Section 8 ownership, and 39 subsidized rental units.

Wow, bad timing. I hear the riff raff is starting to pick up around CQ. Apparently, police were called three times last Saturday night responding to a crazy party. Loud music until 3 AM, alcohol consumption, and some alleged smoking of the funny stuff.

There was also a robbery up the street on Virginia Avenue a few nights ago - this coupled with the stolen auto may make for a hard sell.

As a Capitol Quarter resident, these particular incidents are not the norm for the neighborhood. I will also bet that if you asked people who actually live in Capitol Quarter, the vast majority of residents love where they live and would make the same decision again to move to Capitol Quarter if they had to do it all over again. That being said, I applaud the neighbors who repeatedly called the authorities on the neighbors who were hosting the boisterous event Saturday night. I encourage everyone living in Capitol Quarter to immediately report anything that could be considered to be disruptive to our neighborhood. This will ensure that our neighborhood lives up to everything it promises to be.

Bad timing? Are you making the assumption that the "workforce" buyers are the individuals having a loud party? Families making more than $119,025 are just as capable of having a loud parties as those who make under that amount. Hearing of "riff raff" and then spreading the gossip is not the way to go. Let the actual CQ residents speak for themselves. Nice comment Jay.

Eric, no, I am not suggesting that at all. That was not my intention and I apologize if my comments came off that way. I am saying, the people who are going to be buying at CQ, whether the market rate or other rates, should be aware of the documented incidents occurring. By saying "bad timing", I was suggesting that maybe some people in the lottery were going to back out because of the reported incidents.

This is not gossip - it is 100 percent confirmed that there was a loud party, drinking until 3 AM and smoking illegal things, a person was robbed on Virginia Ave (and a cell phone was borrowed from a CQ resident to call the police), and a car was stolen from a CQ garage about a month ago.

Just as a data point, you might want to look at the number of times cars have been stolen in Near Southeast since 2005. A car getting stolen at CQ, while a bummer for the owner, is not by itself an indicator of "new" crime, given that there have been 17 other stolen cars in the neighborhood this year, and 185 of them since 2005:

Cops are getting called to loud parties at the 70/100 I Street apartment buildings, too.

I highly doubt anyone is going to back out of the chance to get a new townhouse less than a mile from the Capitol at a discounted rate because of one stolen car and one loud party. If so, they shouldn't be living in an urban location anyway, and should head outside the Beltway.

As a CQ resident myself with two small children, I love living here. I should add that I have been looking at the website for years and it really is because of JD's information that I am here now. The roberies stated above, while somewhat disturbing, are simply a fact of city living in my opinion. This is part of Capitol Hill and Boston as well.

As for the loud party and smoking of whatever, I really don't mind that at all and could not see myself calling the cops for such a thing. I believe that if we keep fairly broad "live and let live" mindsets, we and our neighborhood will all be better off. As for myself, I would much rather pick up cigarette butts and empty bottles from my yard every once in a while than live in a neighborhood where I must constantly watch my back if I need to break a minor rule ...like making a couple of quick cut with my circular saw after 7pm or drinking a beer on my rooftop terrace without a brown bag.

I love living in CQ. I feel very safe in the neighborhood. I walk my dogs early AM and late PM and never felt uncomfortable or uneasy.

I see some people smoking weed once in a while on the street corner and they aren't harming anyone. In fact, they usually say hello and are very friendly. My dog did almost a nickel-size crack baggie the other day but I stopped him. Trust me, he is wired enough on a kibble diet.

With all due respect to TC, his/her casual descriptions of open drug use and paraphernalia lying about mischaracterize the feel (and, I'd argue for most of us, the experience) of our CQ neighborhood to the unfamiliar reader. Not to go all Mayberry, but a sidewalk scene around here in an average day more likely features a kid on a bike, a pack of Marines, baseball fans, an elderly person in a motorized wheelchair, or a Capitol Riverfront worker picking up trash.

For anyone concerned about safety, check the DCPD stats and compare to other parts of the city. (Or your average college campus.) We don't feel unsafe living here. It is what it is, and those of us who live here are committed to making it better.

I wonder how many "crazy parties" are broken up by police in Georgetown, Adams Morgan, Logan Circle and Dupont on the average weekend. CQ's had one so far.

As far as potentially harming demand, there were hundreds of people standing in front of the CG construction trailer this morning eagerly awaiting the results of the lottery. They were already choosing backups when I walked by and there were still at least 50 people there.

Sounds to me like JimM didn't get qualified for the lottery. We won't miss him.

First - I have to respond to TC - I doubt you actually live in CQ. I have lived here since the beginning, I walk the neighborhood at all times of the day and night and I have never ever seen any illegal activity from any of the residents.

Second - as to the loud noise. One party on one night is nothing to get upset about (which I didn't hear btw - it only affected the folks who lived right next door to the home). To put things in perspective, when I was stationed in Norfolk I lived in a "nice" neighborhood and was still subjected to my neighbor's loud parties on their big deck three to five nights a month - they had speakers installed under their deck. They were nice people, and they had young kids - they were just not much for parenting, and weren't considerate of their neighbors. Bottom line: if you want absolute peace and quiet 365 days a year, you need to move to a farm - without animals.

Living on the oh-so-genteel Capitol Hill for 15 years, I've had plenty of loud late parties on my street, usually thrown by Capitol Hill interns. (For that matter, I'm sure my neighbors in Chevy Chase growing up had to deal with loud music and parties in the backyard until 3 am once or twice...).

Let's not go crazy here. We live in the CITY and in the city things happen. A loud party is NOT the norm in Capitol Quarter.
Yes, there is some crime on VIrginia Avenue like anywhere else since that part of the community is still not fully populated. People need to take precautions no matter where they walk.
Georgetown has some incidents of crime and that is a great area. I dont see people fleeing or not purchasing there if they choose (or can afford it). Looking at the Statistics from 2004 to today, crime has dropped off dramatically and will continue to do so as we get more populated. I bought in 2006 and witnessed 1st hand how safe the area has become. I feel safe walking home from Barracks Row at midnight.
Our community now consists of professionals (many of whom have small children). There were over 70 people for 10 homes on Saturday.
I stopped by to see it.
We also have a zero tolerance for crime in our community. Sadly, those who seem to paint a bleak picture of CQ, do not live here nor have done much research about the area. I am so proud to be in this community that I not only put my $$ where my mouth is, but I am on the HOA Board of Directors of Capitol Quarter. I have the best neighbors and live in the best community and work hard to make it even better. For those of you who want to live crime-free, go live with Gilligan on his island and then if want a great meal at a great restaurant within walking distance, well, you can't have everything..
