 Sliding from Before to After

A project called "Connect Barracks Row," organized by University of Maryland graduate students in a Community Planning class, is looking at how the portion of Eighth Street between the Southeast Freeway and M Street, SE "can be developed to best benefit and connect the surrounding communities." To that end, they are having a community meeting on Wednesday, Oct. 29, where they are hoping to get feedback and ideas on how to make this stretch more vibrant and pedestrian-friendly, and how to overcome the barrier that is the freeway. On the west end of that freeway underpass is a parking lot. What if this lot was build upon and made into a couple of bars or shops or restaurants. The height of the bridge should support two story buildings. Parking could be salvaged by making it underground ...beneath the buildings. Then people might not avoid the underpass. This could be the "bridge" (yes, I get it) needed to make development at the south end viable.

Under the freeway west side - that area is used by Marines for parking - also used for twilight parking events for civilians. Used to be/ may still be a basketball court there (West Side Story?) which probably should go.

Once upon a time, there was a bar I used to go to in Chicago called The El, whose decor was based around the Elevated subway track running above it -- call this one The Free?? (-:

I would have bright modern artwork like those works under the 6th Street underpass (sorry, name of famous artist that those works were based on escapes me!).

They are colorful and easy to *repaint* when the inevitable graffiti tags them.

Actually, I think some 8th Street Group has been trying to commission an artist to paint the east side of that underpass. I don't know why that was never started. ...maybe they were offering too little pay? I would agree that a mural would be nice on that wall.

If that west side parking is owned by the federal government, that should hopefully make things easy. I am pretty sure that the NCPC would support retail their with underground parking for the marines.

One of my favorite bars was in London underneath Tower Bridge. Replicating the near-ancient brick feel and attractive archways would be a great fit for barracks row. Several restaurants of varied but similar design with a microbrew, a plaza and public area with water features would be a terrific start. Added sound proofing behind the brick and the water feature would help diminish the noise of the freeway.
