I know one of my big complaints about St. Patrick's Day festivities has always been that there just aren't enough civic forums included. But that's not the case this year!
* This is late notice (my bad), but on Thursday night (March 17) DC Water (aka WASA) is holding a Ward 6 Town Hall Meeting to talk about all manner of water- and sewer-related issues. Both Tommy Wells and George Hawkins (general manager of DC Water) will be there, and no doubt one of the topics of discussion will be the multi-billion-dollar Clean Rivers Project to fix the combined sewer overflows that result in sewage emptying into the Anacostia River. I have done a wonderful job of avoiding writing about this project, and I will do so for a while longer, except to note that it will eventually mean construction work along M Street east of 9th and along Tingey Street, but not before next spring (and continuing until 2017), so I have a little more time to get with the program. The town hall is from 6:30 to 8 pm at Watkins Elementary, 420 12th St. SE.
* Unfortunately, the DC Water town hall is scheduled at the exact same time as the "First Semi-Annual DC Circulator Public Forum," which is being held right in the neighborhood at the Courtyard by Marriott at New Jersey and L SE, and which is expected to include a discussion of a possible expansion of service on the Union Station-Navy Yard line, perhaps by expanding hours of operation to 9 pm Monday-Saturday during baseball season. (There is, however, no truth to the rumor that the route is going to be renamed the Dubliner-Molly Malone's line.)

Yet another post about upcoming meetings that most of you probably don't have any interest in going to, you slackers:
* I've now received official notice from ANC 6D that the stadium Traffic Operations and Parking Plan meeting is indeed being held tomorrow (Tuesday, May 25) at 6:30 pm; here's the flyer with the details. This meeting was asked for after the previous one was not particularly well attendedby the necessary government agencies.
* Alas, at pretty much the same time and just a few blocks away is a Public Information Meetingon the 14th Street Bridge Corridor Environmental Impact Statement, from 6 to 8 pm at Westminstery Presbysterian Church, 400 I St., SW. This meeting's purpose is "to present preliminary traffic results and scope of the enivonrmental assessment for the [corridor] alternatives" and to answer questions and receive feedback.
* If you want to go to both, there's a second version of the EIS meeting on Thursday evening (May 27) in Arlington; but that conflicts with WASA's public meeting to get the public's comment on their combined sewer overflow long-term control plan and the draft environmental assessment. The meeting is at Watkins Elementary, 420 12th Street, SE (see the flyer).
* And, for that matter, both of those Thursday meetings conflict with the rescheduled Cornhole Tournament at the Bullpen that Nationals communications director Lisa Pagano is holding. This is part of her quest to become the Leukemia and Lymphoma Society's Woman of the Year award, and she is trying to raise $75,000 by June 12 (more info here and here). The party starts at 6 pm and the tournament itself at 7 pm. There will be live music and raffle items in addition to the tournament. Admission is $5 for the event and $20 for teams of two entering the tournament (with one free beer per player!). More info can be found on Facebook. (The original one was postponed because of inclement weather, which I know we all find astonishing given the gorgeous sunny days we've been having lately.)
* Then there's the usual lineup of BID-sponsored events (lunchtime concert on Wednesday and both the Outdoor Market and Front Run Club on Thursday).

I've been waiting to post about this until some sort of official announcement came from the ANC or DDOT, but time's a'wastin, so I'll mention that SWill reported after the last ANC 6D meeting that a follow-up TOPP (Traffic Operations and Parking Plan) meeting has been scheduled for Tuesday, May 25, tenatively at 6:30 pm at the Second Baptist Church, 1200 Canal St., SW. This meeting was asked for after the previous one was not particularly well attended by the necessary government agencies.
However, at almost the same time is a Public Information Meeting on the 14th Street Bridge Corridor Environmental Impact Statement, from 6 to 8 pm at Westminstery Presbysterian Church, 400 I St., SW. (There is another one being held two days later in Arlington.) This meeting's purpose is "to present preliminary traffic results and scope of the enivonrmental assessment for the [corridor] alternatives" and to answer questions and receive feedback.
It would seem that the attendees for these meetings might be coming out of the same pool, so it's a shame if they do end up overlapping.
Also, for another on-the-periphery meeting, WASA is having a public meeting on Thursday May 27th at 6 pm to get the public's comment on their combined sewer overflow long-term control plan and the draft environmental assessment. The meeting is at Watkins Elementary, 420 12th Street, SE (see the flyer). Of course, this meeting conflicts with the alternate date for the 14th Street Bridge Corridor EIS meeting....

A couple events on the calendar for the week of Dec. 7 to highlight:
* On Wednesday, Dec. 9, ANC 6D's ABC committee will be having its monthly meeting (in advance of the full ANC meeting on Dec. 14), and on the agenda is "presentation of plans by Justin Ross re Justin's Cafe planned for 1st & L Streets, SE." This is the first step in the (long) process for Velocity's restaurant to get its liquor license, although I haven't yet seen an announcement/posting for their official ABRA hearing (maybe it'll be in tomorrow's DC Register). The meeting is at 7 pm at King Greenleaf Recreation Center, 201 N Street, S.W.
* The Anacostia Community Boathouse Association will be having its annual Boathouse Lighting and Awards Ceremony on Tuesday, Dec. 8, at 6:30 pm. This year's honorees include Tommy Wells, winner of the ACBA's "Champion" Award, who will get to flip the switch to turn on the holiday lights. The boathouse is at 1115 O Street, SE, nestled between the two spans of the 11th Street Bridges.
* ANC 6B (which is mostly Capitol Hill but includes the Eighth Street area south of the freeway in its boundaries) is having its monthly meeting on Dec. 8, and it includes a presentation by WASA on the Combined Sewer Overflow Project, and a resolution on the Ward 6 Residential Parking Protection Pilot Act of 2009, which has its city council hearing on Dec. 10. The meeting is at 7 pm at the Old Naval Hospital at 921 Pennsylvania Ave., SE.
 

I am so close to just not linking to this story at all, because I can't believe that after all this time the Washington Business Journal can't figure out that Nationals Park is in Southeast and not Southwest. But here you go.
In an article entitled "GreenSpace may get housed in lonely Southwest D.C." (subscribers only), WBJ tells us: "If negotiations turn into reality, the Washington Nationals' stadium may score an unlikely tenant in one of its empty retail spots by the end of this year: nonprofit purveyors of green affordable housing. If a deal is struck for 16,000 square feet of arched space at Nationals Park, the nonprofit, GreenHome, will branch beyond its original mission of environmentally aligned, price-conscious residential buildings and set up its new GreenSpace concept: a classroom, conference center and vendor showroom for green development." Apparently they are negotiating to have either the city or the Lerners cover their rent in the space.
The main retail spaces at the ballpark are along First Street and Potomac Avenue SouthEAST, right across from the WASA land and Diamond Teague Park.

* Tomorrow (Oct. 13), WASA is having a public meeting on their $2.1 billion Long-Term Control Plan to handle the pollution and flooding problems from the city's combined sewer system. It's from 6:30 to 8:30 pm at the Southeast Library at 403 Seventh St., SE (directly across from the Eastern Market Metro station.) Here's the meeting flyer. (Thanks to reader S. for passing this along.)
* We had a good session on the Kojo Nnamdi Show today about blogging, development, and transportation in the DC area; they've posted the audio if you want to check it out. It was also great to finally meet David Alpert and Michael Perkins after years of only "knowing" them electronically. And Kojo may have given JDLand a new tagline--"Jacqueline Dupree, letting facts get in the way of a good argument."

As I scrounge around the interwebs in a desperate search for news, I see that on June 27 the Baltimore District of the U.S. Army Corps of Engineers approved the city's permit application for Diamond Teague Park, the 39,000-sq-ft public park planned for the land where First Street ends at Potomac Avenue, on the banks of the Anacostia River across from Nationals Park. The office of the Deputy Mayor for Planning and Economic Development tells me that the receipt of this permit allows the city to complete the design of the park, which will include water taxi piers surrounding the little red brick pumphouse used by the Earth Conservation Corps. While there's still DC and National Park Service permits to be acquired, the city expects to begin construction on the first phase of the park this fall--yes, this means that the water taxi piers would be completed by Opening Day 2009, if all goes according to the current schedule. The second phase of the park will come if and when WASA vacates the southern portion of its property. See my Diamond Teague project page for recent renderings of the park's design and photos of the site. The park is named for an Earth Conservation Corps volunteer who was murdered in 2003.

Wednesday's Post has a column by Tom Boswell ("Nationals Park: Best of a Bad Lot") listing the myriad problems he sees with the ballpark and its surroundings, with Opening Day now just a month away. The Navy Yard subway station. The parking situation. The Florida Rock site ("an enormous and inexcusable 5.8-acre eyesore" that will be "sitting there all season, damaging the river views from all the ramps to the first base upper deck"). (He does mention that fences to obscure the view at ground level will be going up, which I posted about a few days ago.) The WASA site (which "would be the Most Unsightly Thing Near Any Big League Park if Florida Rock and Gravel hadn't already retired the trophy.") The Monument Half Street site, where he says "construction has stopped." The fact that city views are only available in the cheap seats.
But he ends with a stab at optimism: "Someday, the Anacostia riverfront will amaze us, just maybe not as soon as we hoped. When it comes to fulfilling huge civic dreams, what's a few years, more or less. In for a dime, in for a decade. "
On the other hand, the article confirms that the garages, which have long been a focal point of much complaining, will indeed be covered, as has long been shown in the renderings, with "league logos, replicas of the 'Washington All-Stars' from the right field scoreboard in RFK as well as colorful baseball-themed ads."
 

As the clock ticks toward Opening Day (38 days away!), it's normal to be wondering about the status of some of the other projects near the ballpark. I've just gotten an update from the Office of the Deputy Mayor for Planning and Economic Development on Diamond Teague Park, the planned public plaza with water taxi piers on the banks of the Anacostia just across from the stadium's grand staircase at First and Potomac. The design of the park is being finalized, but you can see recent site maps and renderings on my project page (there are also links to enlarged versions of those images for better viewing).
The city is continuing to work with the Army Corps of Engineers to get permits for the piers. After the Army Corps signs off, some DC permits will need to be approved, and then construction on the park's first phase can begin--this will include all of the "in-water improvements" (i.e., the piers) and the portion of the park that's closest to the waterline. It's expected that this first phase will be completed by the time winter arrives in late 2008. The northern portion of the park site sits on land controlled by WASA, and must wait for those operations to be relocated before that part of the park can be built.
In the meantime, the park site will be "beautified" for Opening Day, with plans for a bit of a cleanup, new plantings, sandstone, etc.
As for the RiverFront site next door (which we all know as Florida Rock but which the developers want me to call either "FRP" or "RiverFront" to prevent confusion between themselves [Florida Rock Properties/FRP Development Corp.] and the not-involved-with-developing-the-site Florida Rock Industries)--I've been told that new fences will be put up around the site by Opening Day, to pretty things up a bit along that stretch as well.
 

The draft agenda for tomorrow's (Nov. 15) monthly meeting of the Commission on Fine Arts indicates that there will be a presentation of a revised design for Diamond Teague Park. The city initially brought the park in front of the CFA back in September, where according to the meeting's minutes the design was met with a number of concerns about its "fussy and timid" small-scale design when compared to the grand scope of the ballpark across the street; it was described as "overly focused on small elements that are conceptually inappropriate within the large-scale context." (And I'm not sure that the landscape architect's response that the grand staircase of the ballpark should be reduced in size in order for it to better relate to this new smaller park was the best reply.) A post-meeting letter from the CFA after the meeting outlined the revisions the commission was seeking.
I suggest reading the CFA minutes, which give a very detailed description of the initial plans for the park as well as the back-and-forth between the commissioners, Judi Greenberg of the Office of the Deputy Mayor for Planning and Economic Development, and landscape architect Jonathan Fitch; you can look at these original park designs on the web site of Fitch's Landscape Architecture Bureau, by navigating through all the Flash ridiculousness to Projects, then Green, then Diamond Teague.
According to the minutes, the plans are to build the park in three phases, starting with the commercial and recreational piers and the central portion of the park (on the one section of land the city currently owns); later phases would be dependent on Florida Rock's development of its planned public plaza abutting Teague Park and the development of the southern portion of the WASA site as well as the construction of a floating boardwalk to connect the park to the waterfront park at The Yards (scheduled for completion in 2010). If you're interested in the water taxis that the city envisions docking at Teague Park, the minutes have a lot of detail about how their operations would work; apparently a lot of coordination is going on with the U.S. Army Corps of Engineers, though there's yet to be any design released by the Corps for public comment.
There was a fair amount of discussion about whether the park's scale can accommodate the large number of visitors that will be drawn over by the ballpark and by the proposed water taxi piers, as well as questions about whether the park should even be built if WASA (right next door) is not addressing sewer overflow issues. (Lovely.)
Six weeks later, on Nov. 1, the park went through another of its many required reviews, this time by the National Capital Planning Commission, which "commented favorably" on the park's design without discussion; the staff recommendation document has a black-and-white site plan for the park that does seem to have been reworked in response to the CFA comments, but I don't know for sure if that's the same design being presented to the CFA on Thursday.
I won't be able to go to the CFA meeting, so hopefully I can get some information on what transpires without having to wait too long, although so far the city has held information about the park very close to its vest. In the meantime, you can look at my pictures of the site and see what little background links and info I've been able to scrounge up.
UPDATE, 11/19: The CFA did approve this revised design at the 11/15 meeting.
