Well, here's a bit of a stunner. While prepping myself for Monday's scheduled deadline for developers to submit bids to purchase Metro's Southeastern Bus Garage at Half and M, SE, I peeked in on the agenda posted for WMATA's July 26 board meeting, and there's an action item about the sale: "Purpose: To request Board approval to enter into negotiations with the District of Columbia for the sale of the Southeastern Bus Garage."
Whaaa?
Quoting: "The Garage is currently being offered for public sale through an Invitation for Bids process. The Garage is located in the new Nationals Ballpark District, and the District of Columbia has an interest in the successful redevelopment of the area surrounding the ballpark and is concerned that WMATA's Invitation for Bids process for the Garage will not yield the high-quality, mixed-use development that is required to achieve its goals for this area. By letter dated June 27, 2007, the District of Columbia, acting by and through the Office of the Deputy Mayor for Planning and Economic Development, requested that WMATA enter into direct negotiations with the District of Columbia for the sale of the Garage."
As best as I can tell (and I'm working solely off the agenda document, because it's hard to contact people for details at 11:55 Friday night), WMATA is going to sell the 97,000-sq-ft property to the city for "the appraised fair market value", allowing Metro to use the proceeds to fund the construction of a new garage at DC Village. (The property was assessed in 2007 at $34.5 million.)
But then there's a stipulation in the sales agreement that "if the District sells or otherwise transfers the Garage site for compensation greater than the sales price between WMATA and the District, then WMATA will receive 100% of the excess value." In addition, if "the property is increased in value due to approval of a higher density allowance or other similar action by the District of Columbia in the land use approval process, then WMATA will receive 50% of the 'excess value' so created." (Or are these two statements not supposed to both be in the resolution? They would seem to contradict each other.)
What does this mean? Is this the Deputy Mayor's office showing that it will act quickly and strongly in areas where the Anacostia Waterfront Corporation was considered to have foundered? Is it in some way allowing WMATA to get its hands on the sale proceeds faster? Are Monument Realty's stated desires to control both sides of Half Street north of the ballpark in jeopardy? Will this allow the west side of Half Street to be developed faster than if WMATA's bid process had gone through? There is digging to be done. Anyone with answers is encouraged to pass them along.

I'm hearing a rumor--that I haven't been able to get confirmed/denied yet--that the Normandie Liquors site at First and M (which has a raze permit now winding through the bureaucratic maze) is going to be home eventually to the sales center for Onyx on First, one block to the north. Like I said, unconfirmed as of now, but intriguing (and logical) nonetheless. This of course would just be temporary until Willco Construction moves forward with its office/residential retail plans for that stretch of First between M and N, though no dates for that project have been announced.
UPDATE, 6/16: Duh, I'm an idiot. The trailers have been on 1st Street south of M for weeks now, south of the Normandie. And the building permits in the trailer window say that they're for a sales center. But no doubt the Onyx folks would prefer to not have the Normandie in their sales front yard, hence the raze permit.

A raze permit has now been filed for 83 M Street, which is the address of the defunct Normandie Liquors on the southwest corner of First and M. It's working its way through the approval process, so who knows when demolition might actually take place. Willco Construction is planning an office/residential/retail project for that entire stretch of First between M and N, but haven't as yet announced any timeline. Plans submitted during the request to close an alley on that side of block indicated that the project would have 324,000 sq ft of office space and 430 residential units; I don't know whether that's still the case. Hopefully we'll hear something soon. (Hint, hint, Willco.)
UPDATE: I forgot to also mention that raze permits have also been requested for the properties on the site of Camden Development's 1325 South Capitol Street residential building, across from the stadium.

Tucked in the stories (Post and WashTimes) about the bill that passed its first reading in front of the council yesterday--allowing the relocation of the strip clubs that have left Near Southeast because of the arrival of the stadium and surrounding development--was word that an amendment to the bill had passed allowing clubs to relocate to certain zoned areas within 5,000 feet of the ballpark. People are already e-mailing me with the vapors, so here's what I've been able to find out.
The circle covered by a one-mile radius around the stadium site stretches across all of Near Southeast, most of Buzzards Point, a fair amount of Southwest, and even into Anacostia and small portions of Capitol Hill. But the text of the amendment says that the clubs can relocate "in any C-3, C-4, or C-5 zone within 5000 feet from the Baseball Stadium footprint"; once you take into account those restrictions, when you look at the zoning maps you'll see that there are very few locations that have those zone designations; in Near Southeast, the only areas meeting that criteria are the land bounded by South Capitol, I, M, and New Jersey (what I call the "North of M" area) and the area just south the freeway over to the Post Plant. In Southwest, the area between I, M, South Capitol, and 2nd St. SW, and the Waterside Mall parcel, are the only C-3/4/5 zones within the 5,000-foot radius. And across the river in Anacostia there is only one small area zoned C-3-A.
But, given the character of the areas in Near Southeast where these one-time strip club relocations would be allowed, it would appear to be a remote possibility--after all, what the clubs generally look for are large spaces with low rents, and with most C-3 parcels in Near Southeast now purchased by developers with grand plans for shiny new buildings, it would seem that the large-space/low-rent options east of South Capitol are few and far between. Unless the club owners decide to build big tents beneath the freeway.
 

A few days back, I posted about the WMATA board's approval on May 24 of a resolution to take first steps toward moving the Southeastern Bus Garage at Half and M to a new facility at DC Village in Southwest; however, when it was approved, there was an amendment added by council member Jim Graham that required that the city come up with a plan for relocating the homeless families currently living in the shelter at DC Village within seven days, or else the WMATA board's resolution wouldn't take effect. It took a few days of digging, but today I've been forwarded Mr. Graham's confirmation that the resolution did indeed take effect, meaning (it would appear) that an agreement on finding new accommodations for the homeless families has been reached. There is a WMATA Planning, Development, and Real Estate Committee meeting on June 14, so at that time we should hear more about the next steps laid out in the May 24 resolution (holding a public hearing on the project, advertising the Phase 1 construction contract, negotiating with the city to aquire the DC Village property, applying for a Federal bus facility grant, and authorizing the sale of the garage and its parking lot).

At today's WMATA board meeting, the board approved the plans to move forward with the move of the Southeastern Bus Garage at Half and M streets to DC Village. The specific actions they approved were to hold a public hearing on the project, advertise the Phase 1 construction contract, negotiate with the city to aquire the DC Village property, apply for a Federal bus facility grant, and authorize the sale of the garage and its parking lot; however, board member (and DC councilman) Jim Graham asked for an amendment to the resolution, stating that if the city does not have an agreement on the relocation of the homeless shelter currently at DC Village (which would be closed with the move of the garage) within seven days, this resolution will not take effect. Graham said that he had hoped the deal would have been completed by today, but that "the word immiment really accurately describes how close we are." If there is no deal, the resolution would have to come back to the WMATA board again for re-approval next month. If the agreement is reached, then Metro is planning to have a public hearing on the proposed plan, probably in July based on now having to wait for the shelter agreement to be struck. On Thursday the WMATA board has on its agenda the approval of series of recommendations to continue moving forward on the plan to relocate the Southeastern Bus Garage from its current spot at Half and M to DC Village. The recommendations are the same as what came out of the Planning and Real Estate Subcommittee earlier this month to hold a public hearing on the project, advertise the Phase 1 construction contract, negotiate with the city to aquire the DC Village property, apply for a Federal bus facility grant, and authorize the sale of the garage and its parking lot (presumably to Monument Realty, though I've yet to see any official announcement that Monument was the source of the unsolicited offer in April for the property). The plan would then be to come back to the board in September with a land transaction agreement to be executed, and a construction contract to be awarded. As I've mentioned previously, WMATA is very much wanting to be out of the Half and M garage before the Nationals ballpark opens in March 2008. In addition to the documents for Thursday's meeting, the background documents from the May 11 subcommittee meeting also have lots of good detail on the proposed move, as do my last few entries on the subject.
And also on the agenda (good thing I scrolled down!) is a request to approve temporary changes in the routes and fares for the A9, P17, P19, and W13 bus lines during July and August's Extreme Makeover: Frederick Douglass Bridge. If you ride these buses, be sure to read what's being proposed, but the gist is that because the detour route's expected congestion would impact bus schedules, WMATA is proposing to temporarily end those bus routes at subway stations on the east side of the river, but reducing the fares to help offset the higher cost of riding the subway.

From a press release, word arrives that soon we'll be seeing a spiffy video showing us what the Southeast and Southwest Waterfronts are projected to look like in the future: "Interface Multimedia, a leading provider of state-of-the-art visualization services, and WDCEP, the Washington DC Economic Partnership, announced today the debut of the Capitol Riverfront video, the highly anticipated overview of $13 billion of development along the southern waterfronts of Washington, DC. Following a five-month collaboration with the WDECP and 25+ area developers and architects, Interface Multimedia's Capitol Riverfront video will debut on Monday, May 21st at the ICSC Spring Convention in Las Vegas. The five-minute video fuses massing models, renderings, map graphics, fly-by animations, copy writing and narration into a montage of the current and planned development of this highly sought-after area of Washington, DC. [...] The high-density area embraces neighborhoods around the new 26-acre Washington Nationals' baseball stadium, delivering in the Spring of 2008, and creates a vibrant, walk-to-work lifestyle with retail, shopping and entertainment at every doorstep. Within the next five years, development is expected to bring 1.3 million SF of retail and 10.1 million SF of office space to the Capitol Riverfront. More than 11,500 residential units are set to deliver by 2012. Cultural additions include the new 250,000 SF Arena Stage, pedestrian-friendly bridges, 10 scenic parks, waterfront promenades and the 22-mile Anacostia Riverwalk trail. " There will soon be a web site hosting the video, according to the release. The video's creation has been sponsored by a laundry list of the heavy hitters of the neighborhood's redevelopment: the Anacostia Waterfront Corporation, Forest City Washington (The Yards), JBG (the new DOT HQ), Monument Realty (bringing you Half Street in the Ballpark District), PN Hoffman (the Southwest Waterfront and also the redevelopment of Building 202 at The Yards), and Urban-City Ventures. And it should be noted that "Capitol Riverfront" is the name given to the Business Improvement District now being set up that will cover most of Near Southeast (just in case you might have thought that a branding opportunity was being passed up, which as we know rarely happens).
 

Following up on yesterday's entry about the plans to move the WMATA Southeastern Bus Garage from its current location at Half and M to the DC Village site in Ward 8.... This morning the WMATA subcommittee supported the resolution that will now be voted on by the full board on May 24--the plan is to place an advertisement in June for a demolition/utlities/environmental remediation/site preparation contract, which would be ready for the full WMATA board's approval in September. There's still some question as to whether they'll be building a temporary facility or will go full-bore from the beginning with a permanent facility that will be added onto in later expansion phases (if they get a federal grant they may go for the full facility, or they may have the funds from the sale of the land and some other transactions, etc. etc.).
DC council member Jim Graham did ask for the resolution's wording to be tweaked somewhat to make clear that the city is still working on a plan for the relocation of the homeless families living at DC Village, although Marion Barry told the meeting that just this morning an agreement was finalized between himself (as chair of the appropriate council subcommittee) and the mayor to have $10 million from the DC budget available to get DC Village closed and the families relocated by the end of 2007 (and perhaps even by the end of FY2007). Barry also told the meeting that he is strongly in favor of moving the garage to DC Village, and that his constituents in Ward 8 have also been overwhelmingly in favor of the plan. The desire to move the garage off of Half Street has been an issue for 10-15 years now, he said ("even when I was mayor") and it's "time to do it now."Jim Graham also indicated that he is very much in favor of the move, but that he just wants to make sure that the current residents of DC Village are adequately taken care of (and indicated that he will move to reconsider approval of this plan at the June subcommittee meeting if it appears the city hasn't gotten the relocation plan figured out by then).
