Now that the tiff over the 1,200 on-site spots required by the Stadium Lease Agreement seems to be heading toward some sort of settlement, attention is turning to the lack of additional parking. WTOP reports ("Not Enough Parking Planned at New Stadium, Critics Say"). I've heard of plans for temporary surface parking at the Southeast Federal Center until that project gets more built out, and of course there's plenty of underused land at Buzzards Point that I might guess could be converted to temporary parking lots (which would also funnel more people toward the open South Plaza and away from the northern entrance by the garages), but people used to 10,000 surface spaces at RFK (the same people who have no interest in taking Metro) are getting antsy. Then again, how many on-site spaces are there at MCI Center (especially in comparison to the acres of parking lots at the old Capital Centre)? But, as Adrian Washington of the AWC is quoted as saying, "Almost every development that will go in there on other parcels -- that either we control or private developers control -- will have a substantial amount of underground parking." This handout from a Nov. 2005 community meeting mentions on page 15 the surface lots on undeveloped land, noting that they estimate a need for around 4,000 spaces.

This week's Washington Business Journal has a cover story ("Seeing the Future") about the coming Ballpark District, and the challenge of creating from a blank slate something new and vibrant that works but isn't "Disneyfied." There's a lot of comment from architects and planners about which design cues the area should take (Navy Yard and Southeast Federal Center, not the stadium itself). A little bit of news: Monument Realty is planning its first two buildings in the Ballpark District, on the east side of Half Street between M and N, a residential project designed by Shalom Baranes (one of the firms working on the SEFC) and an office building designed by Davis Carter Scott. (UPDATED to add the link now that the story's posted.)
 

A beautiful afternoon for a photo excursion, and you can see a smattering of new shots on my pages for 20 M Street, the Ballpark District (with shots of the new bright-yellow Monument Realty signs), Capper/Carrollsburg (where in one month they've managed to demolish just two of the two-story buildings at 3rd and Virginia), Capper Seniors #2 (which is showing good progress) and of course the baseball stadium. The icon is your guide for the latest offerings.
 

Within the past few days, a series of bright yellow signs have appeared along N Street and Half Street, across from the northern edge of the ballpark site--the signs are all from Monument Realty, which has spent nearly $40 million buying property to build nearly 750,000 sq ft of mixed-use offerings as part of the Ballpark District (not the area on the stadium land that the parking garage squabble is endangering, but the two blocks between N and M and South Capitol and 1st). The signs have big baseball-related slogans on them, like "Play Ball!", "Heavy Hitter", "Home Run" and so on, and then the Monument Realty name and logo, but no information on what's coming. A Post article from March did quote Monument as saying that they plan to begin construction in early 2007, so perhaps we'll hear details before long.

Monday's Post article "Next Up: The Baseball Stadium" gives a quick overview to the impact that there might be in having a longtime developer having a stake as team owner in the ballpark neighborhood. No news in the article--was hoping it would tell us when the master plan for the Ballpark District will be unveiled, but alas....
 

It's a good day for tips from readers! Another correspondent passes along this piece from Shopping Center Business magazine, "Washington DC Focuses on the Waterfront," a roundtable with lots of big names in DC development and government discussing the state of retail in downtown DC. One of the participants was Forest City Washington, which is developing Capper/Carrollsburg and the Southeast Federal Center, plus is one of the four companies working on the Ballpark District. There's no real *news* on the projects, but they indicate that they are getting a tremendous amount of interest from retailers who want to be part of the combined 300,000 sq ft of retail planned for Capper and the SFC. They also say that "bulldozers will be moving by the end of the year at Southeast Federal Center." Be sure to scroll to the bottom of the page to see the box highlighting Forest City, with the following sentence that will warm the hearts of Near Southeast residents and neighbors: "Forest City Washington believes a grocery store would be a good addition, and several are interested." Yes! And please hurry!

With the stadium now moving forward, attention will turn to the areas immediately surrounding it and the mixed-use developments the city wants to see in order to make the Ballpark District a year-round destination. In Friday's Post article "D.C. Stadium Likely to Open Without Entertainment Area," developers are quoted as saying that first phases probably won't be done before 2009. The four developers chosen by the AWC have hired urban planning firm Cooper, Robertson & Partners to create the master plan for the 40 acres of mixed-use development. In the meantime, Monument Realty says it expects to begin construction in early 2007 on the land it owns in the blocks just north of the stadium footprint. So, be prepared to walk through a lot of construction to get to the stadium in the early days. (On the other hand, the delays that everyone seems to anticipate will occur with the stadium could help get the ballpark district further along before the ballpark debuts.) Also, the article mentions that the plans for the stadium itself incorporates retail space within the park's facade along 1st Street, and also manages to sneak in another mention that the parking garages raising eyebrows in the stadium renderings will most likely disappear.

 

Technically, it was a formality (although with this crew, you never know), but the final reading of the stadium lease agreement just passed the city council, 9-4. Will post stories here as they become available.
UPDATE, 9:04 pm: In the meantime, what's next, other than much rejoicing from some quarters and doom and gloom from others? The design should be unveiled soon, and will have to get approval from the Zoning Commission. The city will probably get back in front of Judge Zeldon ASAP to get the ruling to evict the landowners in the stadium footprint. The bonds to actually fund everything will be sold sometime in 4-6 weeks. And MLB will name an owner, maybe by opening day? Then there will be (perhaps in mid-April) news from the Anacostia Waterfront Corporation as to the plans for the Ballpark District--I would hazard a guess that they're going to try real hard to have at least the stretch along Half Street between M and L well-developed with restaurants and retail by Opening Day 2008. Which means that the city and WMATA need to figure out where that Half Street bus depot is going to go. And maybe by early May demolition will begin. And... and... and....
UPDATE, 10:28 pm: Here is the AP story about the votes. Jack Evans is quoted as saying that the city hopes to unveil the designs next week, with a groundbreaking in late April.

UPDATE, 12:57 am: And the WashTimes story, which has this item: "Clark officials already have locked in prices on most of the stadium materials, including steel. Those prices remain valid as long as construction begins before June. Sports commission officials said the construction team can complete the stadium in time for Opening Day in 2008 provided they have access to the land soon. However, the stadium could open as late as July 31 of that season without penalty from the league."

 

The Washington Times has a piece today (which had better be a column and not a straight news story) called "Stadium will rob neighborhood of its history", detailing what it says is all of the history that will be lost in "Southwest" because of the stadium and other development. I must say I would give the article a bit more credence if it realized that the stadium, St. Paul's church, the Navy Yard, Ken Wyban's house, and Capper Seniors #1 are all in fact in SouthEAST, not Southwest. And it's wrong about Capper/Carrollsburg residents needing $80,000 incomes to return to the new public housing to be built. (It's rather stunning that this level of misinformation and outright error can get into a paper.) It does mention that a lecture will be given by Carroll R. Gibbs called "Vanished Past, Hidden Present: The Black History the New Stadium Will Hide" at the MLK Library on Feb. 21 at 7 pm and again at the Lamond-Riggs branch on Feb. 23 at 7 pm.

"Land Sale Possible To Fund Stadium" in Wednesday's Post describes a new possible plan to help fund any potential cost overruns on the new baseball stadium: "District officials are considering selling development rights on land adjacent to a baseball stadium to the Washington Nationals' new owner or development companies as a way to help cover potential cost overruns on the ballpark project, D.C. Council members said yesterday. [...] Council members said the tentative plan is to sell the rights to develop land within the portion of the 21-acre footprint for the stadium project that will not be occupied by the ballpark itself. The structure is expected to take up 14 or 15 acres. Developers or the new team owner would probably pay tens of millions of dollars for the rights to the land, the council members said, for a chance to build a mix of shops, restaurants and office space." If only someone had floated an idea along these lines back in November...! Note that this land is not part of the Ballpark District that the Anacostia Waterfront Corporation has recently named developers to work on. And, who knows, if potential team owners get a whiff of the possibility that they could buy with that land and develop it (and reap the profits), maybe they'll poke at Bud a bit and pressure him to go ahead and name the new owner. After all, how would you feel if you were the new Nats owner and you never even got the chance to sit at the table when the land right around your new home was sold off to developers?
