A few quick items not earth-shattering enough for their own entries:
* The Post reports that there is a group trying to launch a "Congressional Bowl" college football bowl game, where one of the teams would be a service academy, and which would be played at either RFK or Nationals Park. The NCAA should give its answer in May of 2008.
* In a story mentioning the problems being encountered by cities trying to sell municipal bonds because of the "credit crunch" mentions that DC's "A" rating means it is probably going to have to pay a higher interest rate on a $350 million bond issuance next month that will fund, among other things, the rebuilding of the 11th Street Bridges, though the city locked into a low interest rate on the $355 million bond issued last year for the ballpark.
* None of the 24 DC schools proposed for closure in the mayor's plan are in Near Southeast (Van Ness Elementary School closed in 2006), but I'll note that Southwest's Bowen Elementary is on the list, which brings to mind the continued wrangling over the fate of the move of the MPD First District police station off its current location in Southwest to allow for the construction of the new consolidated crime lab. At various times this fall, there has been discussion about 1D moving to a school building in Southwest (after plans to move them to the Post Plant at 225 Virginia Ave. SE fell through) and perhaps Bowen's closure clears the way for this. UPDATE: Oops, I missed that Phil Mendelson is quoted about the Bowen closing in today's Washington Times, wondering whether Bowen was picked to be closed because it needs to be, or because the city wants to put MPD there. (Though I remember hearing talk of either Bowen or Amidon as possible closures long before the MPD question.)
* My Ballpark and Beyond column this week talks about the opening of 400 M (Capper Building #2), the rash of stolen cars, and the ballpark liquor license application.
* One more addition: The DC Sports and Entertainment Commission is asking the city council for more money, says the Post, because its budget will suffer thanks to the move of the Nats from RFK to South Capitol Street, thanks to the loss of the $2 million a year that the Nats were paying to the DCSEC for renting RFK. The team will pay $5.5 million in rent at the new ballpark, but that money will go toward paying off the construction bonds.
 

Monday (Nov. 19) is the monthly Zoning Commission meeting, and Florida Rock (or, "RiverFront on the Anacostia") is one of the agenda items. I *believe* it's going to be a request for a new hearing on the project's revised design, which I first posted here in June, and which received favorable comments from the Zoning Commission in July. (This is a modification to the second-stage PUD, for those In The Know.) The meeting is at 6:30 pm, and will be shown via live webcast.
As always, this monthly zoning meeting overlaps with ANC 6D's monthly meeting; I haven't yet seen an agenda for that meeting, so at this point, I'm going to commit myself to finding out what's up with Florida Rock. (I knew I shouldn't have given the entire JDLand staff the week off at Thanksgiving.)
If you're arriving late and don't know what Florida Rock is, the project page will give you most of the scoop. But the short version is that it's the nearly six acres of land directly south of the ballpark, on the Anacostia River. The developers have been working for nearly 10 years to get this property transitioned away from the concrete business currently there to a 1.1 million square foot mixed-use waterfront destination.
At the February meeting where approval of the design was expected, the Zoning Commission unexpectedly sent the architects back to the drawing board, wanting a greater amount of residential space in the project, better views to and from the ballpark, and a better "expression of place." And now the developers are hoping to get this project moving forward, so that perhaps the first phase--an office-building with ground-floor retail and a public plaza on the easternmost end of the site, next to Diamond Teague Park--could get underway in 2008. The rest of the project, with a hotel, residential building, office building, public spaces, retail, and the riverwalk along the Anacostia, could take a while to be completed, especially given that the western portion of the site is probably not going to be ready until the current Douglass Bridge is demolished and the new new Douglass Bridge is built.

UPDATE: The ANC agenda is now online, and other than the ballpark liquor license application that I wrote about a few weeks ago, there's no pressing Near Southeast news listed.

While it might not be quite as exciting as watching grass grow, I can report that one of the real milestones of getting Nationals Park up and running has arrived--the application for a liquor license! There's a hearing on January 2.

Just a reminder that tomorrow (Wednesday) there is an Anacostia Waterfront Corporation Public Board Meeting; its agenda includes a presentation and public comments on the new AWC Draft Environmental Standards and "Workforce Intermediary Services plans; it will be at St. Matthew's Baptist Church (1105 New Jersey Ave.) at 5:30 pm.
Additionally, there was supposed to be a status hearing tomorrow on the liquor license application by the owners of the old Star Market (the "little red building") at 156 L Street; but I'm told by the Alcoholic Beverage Regulation Administration that an agreement has been reached by the applicants and ANC 6D (which was protesting the application), so the status hearing was removed from the calendar. (Attempts to get additional information from the property's owner and from ANC Commissioner Bob Siegel have been unsuccessful at this point.) Perhaps this means we'll be seeing a resolution on this project soon.

Yesterday there was a status hearing before the Alcoholic Beverage Control Board in reference to the liquor license application by the owners of the Star Market, better known as the "Little Red Building" on the corner of 2nd and L streets (next to the Courtyard by Marriott). I wasn't at the hearing, and admittedly am not following this particularly closely, but I've been told that the parties on both sides (the license applicants and the people who've been registered in opposition) have been ordered to attend a mediation session that should happen sometime before the application's next status hearing, scheduled for Feb. 28.

Today was the hearing on the application by "The Wine Cellar and Spirits" for a Class A (beer, wine, and liquor) license to open what the owners call a "tastefully designed wine and spirits" store in the Little Red Building at 156 L Street (next to the Courtyard by Marriott). ANC 6D has been officially designated as a protestant in opposition to the application, and presumably the owner will be in contact with the ANC to resolve any issues (most likely revolving around the sales of singles). There will be a status hearing on the application on Jan. 17, 2007, at 10 am.

Expanding a bit on recent posts about the liquor license application by the owners of the former Star Market (aka the "Little Red Building" at 2nd and L, next to the Courtyard by Marriott) to open what the owner has recently described to me as a "tastefully designed Wine and Spirit store." As I reported (and as now confirmed in the November Hill Rag's ANC 6D report, since I bailed on the meeting before this came up), the ANC voted to protest the application, but apparently this was as much about timing issues as anything else, and at the same time the application was referred to the ANC's ABC subcommittee to work on a voluntary agreement to ban the sale of "singles." The owner tells me that in fact they are working on plans to redevelop the property, possibly demolishing the little red building (sniff!) and replacing it with a new building that in addition to upscale liquor sales on the first and second floors could also accommodate a "small sushi saki bar in the 2nd and 3rd floor." He guarantees that the new building "will not be your conventional 'mom and pop' liquor store.' (It should be noted that the Star Market's Class B [beer and wine/convenience store] liquor license conveyed to the current owners, so this application is for a Class A license [beer, wine. and spirits/liquor store].) The ABC application hearing is Nov. 8; the owner hopes to have the plans for the renovation ready by spring. (Hat tip to the CHT Shareholder Community blog.) UPDATE: I also wanted to note that the Capitol Hill Tower developer is opposing this application.

City Council hearings have now been scheduled for October 31 for three Near Southeast alley closing bills (Monument's Square 700/west side and Square 701 requests, and William C. Smith's Square 737/739 request). I've added them to my busy Neighborhood Events Calendar; I've also (belatedly) added the DC Register announcement of the Alcoholic Beverage Regulation Administration hearing on the license request for a new liquor store at 156 L Street (the old Star Market) scheduled for Nov. 8. Note that the Square 701/east side alley closing bill had its hearing on Oct. 10. UPDATE, 10/20: The starting times of the three alley closing hearings on Oct. 31 have been revised, and an additional council roundtable has been scheduled for the same day on the Capper alley closings and new streets bill. All the hearing notices are available in this file, which also includes the notices on the Oct. 23 hearing on the Capper PILOT funding bill and also an Oct. 26 roundtable on LSDBE participation in the baseball stadium. My Neighborhood Events Calendar has been updated as well. Also, the Square 701/east side alley closing bill has been placed on the council's Nov. 14 consent agenda.
 

A quick roundup of Near Southeast-related doings at Monday night's ANC 6D meeting. After a plea from 6D07 commissioner Robert Siegel, the ANC voted to support the previously-voted-down alley closing request on the east side of Square 701 (between Cushing and 1st streets), saying in effect that a $95,000 community amenities proffer is not something that should be turned down. Monument Realty came before the commission to request support for it's two alley closing bills (in Squares 700 and 701 in the Ballpark District), and the request was referred to the ANC's Development Subcommittee for further discussions about Monument's community amenities package, which includes a pledge of up to 20% affordable housing in the residential project at Half and N, LSDBE participation, LEED standards, and an offer to spend approximately $500,000 to upgrade the electrical/HVAC systems at Amidon Elementary School (but there's some question as to whether Amidon will be open past 2007). Finally, the ANC voted not to support the request for a liquor license to open a liquor store at the old Star Market site at 2nd and L (the license hearing is Nov. 8). I'll link to the Hill Rag/Voice of the Hill reports on these meetings when available for additional details since it must be admitted that I bailed before the meeting was over and am relying on a vast network of informants and stringers to provide the few meager details I included here.
 

Just one week before they were scheduled to permanently close, the gay nightclubs Wet and Edge at Half and L Streets got hit with a suspension of their liquor license. Capitol Hill Cabaret (the owners of Wet/Edge) were the subjects of a Show Cause Hearing on Wednesday Sept. 13 in front of the ABC Control Board, and I guess the assumption can be made that the proceeding didn't go well. The suspension sign says that it is in effect until Oct. 29, but I don't know whether this is something that can be rectified in time for the clubs to open for what would have been their final nights (Sept. 22 and 23), so the end for these bars might have already arrived.
