With work having progressed on the expansion phase of the Virginia Avenue Tunnel, CSX is announcing that 4th Street SE between Virginia and I Street will be closed for three to five weeks, starting perhaps on Thursday, Sept. 29, so that the existing temporary bridge deck can be removed and the tunnel's roof completed in that spot. Then a new deck will be built across the next area to be excavated to work on the other half of the tunnel project, at which point the area will reopen to traffic.
UPDATE: The weather has forced a postponement of the closure until likely next week, Oct. 3-7. UPDATE 2: And the intersection did finally close on Monday, Oct 3.
This means that drivers coming south on 4th Street SE from Capitol Hill will need to detour either to 3rd Street or 7th Street in order to cross under the freeway to the promised land.
Pedestrian access along this stretch of 4th will apparently be maintained during the closure, as will the 4th Street exit from the Capitol Quarter driveway.
This is the first of these sorts of closures and detours that will need to happen along all of the north-south streets that cross Virginia Avenue as work on the first phase of the tunnel wraps up and the decks need to be reestablished a smidge to the north to cross above the existing tunnel while it is rebuilt.
At right is the estimated timeline for these other closures as shown in the Sept. 21 Coffee with Chuck presentation slides (click to embiggen). Third Street's temporary closure for this work is on deck (so to speak) for mid-to-late October, 5th in mid-to-late December, and 7th and 8th sometime in 2017. (The deck work on 11th Street will happen without any full closure.)
The slides also say that Phase II pile driving is expected to begin near 4th Street in October.
The next quarterly open house for the project is scheduled for Thursday, Oct. 20, and the next Coffee with Chuck will be on Wednesday, Nov. 16.

I wish they had completed the temporary bridge on 4th BEFORE turning westbound VA Ave into two way traffic.
Westbound VA Ave gets very backed up with traffic merging onto 395, and this is just one more block I have to fight with Virginia drivers before turning off on 3rd Street.
Or is 7th going to reopen before they close off 4th? That could improve it.

Also, for the record, I wish CSX would learn that the area is called Capitol Quarter, and NOT Capitol QuarterS. My home is not a barracks or a dorm room, thank you very much!

Oh gosh, the closure of 3rd St for 6-8 weeks is going to be...interesting. That will mean, what, a few hundred cars that have to find a detour? I think that's more traffic than 5th can handle, and the intersection of S Capitol and I already gets awful at rush hour. Maybe they can put up signs for a roundabout detour from I to NJ to E to 3rd.

It will be especially interested if somehow the Nats make it to the WS and are still playing when it happens....

@arlancas, It does sound like it's going to be a full closure. From an e-mail from CSX today:

"Please make plans now to attend the next Virginia Avenue Tunnel project Open House event on Thursday, Oct. 20, from 5:30 to 7:30 p.m. at the Courtyard Marriott Hotel, 140 L Street, S.E. Project representatives will be available to answer questions about recent and upcoming activity.

"CSX plans to feature detailed information about the closing of 3rd Street, S.E. at Virginia Avenue, which is expected to occur in late October. [An earlier version of this message said this closing would occur in December, which was incorrect. CSX apologizes for any confusion this may have caused.] Neighbors are encouraged to attend if they have questions about how this closing will affect the neighborhood."

That comment from the other thread was right about needing more signage. I've seen two near misses where the light to cross Virginia was green and watched westbound cars fly right through without noticing the light. Only a matter of time before something bad happens there. I haven't approached from the east, is there not at least a "new traffic pattern" sign or anything?

Following up on Chaifetz10's observation about Dock 79 and the Riverwalk, this area was indeed open this weekend and looks to be a very pleasant space.

Also, checking back at the predictions for the Nationals 2016 regular season record, I am glad I guessed wrong. brothbart looks to be the lucky winner. link

Finally, this is prime JD Land happy hour weather. There are coupons on the back of the Harris Teeter receipts for the Brig, so we should put them to good use.

Saturday is shaping up to be really interesting in the neighborhood. The All Things Go concert starts at noon on Parcel A and appears to go all night. link

I wonder how exactly that will work and if the restricted area will spill over onto Parcel H/I like they do with Snallygaster and other events, or if they'll keep H/I as parking for the NLDS. Either way, anyone getting off Metro at NJ won't be able to cut through Parcel A as they're probably used to doing.
