Capper Seniors, Old and New

As part of the Hope VI grant for the Capper/Carrollsburg area, two new apartment complexes have been built: Capper #1, the $17.3 million 162-unit building at 900 5th Street, was started in March 2005 and completed in December 2006; and 400 M Street, a 139-unit mixed-age companion to the existing Carroll Apartments building, began in December 2005, with move-ins starting in November 2007. Demolition of the Capper Seniors complex at 7th and M began in November 2007, with construction of the 195-unit mixed-income Lofts at Capitol Quarter beginning in the spring 2014.

ANC Agendas, Possible Bus Route Change, NCPC Doings, Singles at Harry's, Crime at Capper, and a Rant About Dying Data

Apologies for the torrent of words that follows:
* ANC Meetings: The agenda is now out for Monday's meeting ANC 6D meeting. In addition to the Capper apartments time extension request I just wrote about, there will be a discussion of the proposed Single Member District boundaries for 6D. (Ditto on both counts for the ANC 6B meeting the next night.) There is also an agenda item on the proposed renaming of both the Navy Yard and Waterfront-SEU Metro stations, with a DDOT representative. The 6D meeting is at 7 pm in the DCRA offices at 1100 4th St., SW, 2nd Floor.
* Changes to P1/P2/P6 Buses: WMATA has come up with a list of proposed changes to bus routes, and one of them would eliminate the P1 and P2 buses that run along M Street SE during rush hour and would re-route the P6 bus down M Street SE to 4th Street SW, away from its current route that runs along Virginia Avenue and through the southern part of Capitol Hill before heading to Federal Center SW and then across the Mall and into downtown. This could impact the residents of the Capper Seniors building at 900 5th St., SE, which has an eastbound stop right on its corner. (I'd also note that the planned closure of Virginia Avenue south of the freeway for two-plus years would necessitate a rerouting anyway.) And, in the interest of full disclosure, I'll say that this rerouting would have an impact on the JDLand household, since we often use this bus (which stops right at our corner) to get to and from downtown. This is not final yet, with public meetings on this and the other proposed changes still to come.
* NCPC Doings: Last week the National Capital Planning Commission approved by consent Forest City's plans to temporarily put their offices in the second floor of the Lumber Shed building at the Yards Park. NCPC also approved an installation of solar panels at the Navy Yard, while humminah-hummining that though the commission had said back in 2010 that "no future submittals at the Washington Navy Yard will be considered until an updated master plan is submitted," they decided that "this proposal is a minor one that does not increase the population at the installation, does not include any interior space, will have 'no adverse effect' on historic resources and is comprised of elements that reduce the installation's energy consumption." Plus, the report says the commission staff has been meeting with the Navy and expects a draft document for updating the Navy Yard master plan to be submitted to NCPC by the end of this year.
* Beer! And a Cookout: In tastier news, the folks at Harry's Reserve tell me they are now approved to sell single beers, and already are building their inventory of 32-40 oz craft beers, imports, and the like. Meanwhile, the Great Heartland Cookout is happening on Saturday at the Yards Park, benefitting the Fisher House Foundation, which donates "comfort homes" built on the grounds of major military and VA medical centers for families of hospitalized service members. Cookout tickets start at $40.
* Crime At Capper, Before and After: The Urban Institute has published "Movin' Out: Crime Displacement and HUD's HOPE VI Initiative" that uses the crime statistics around Capper and other DC rehabilitated public housing communities to show that crime not only remains low in the immediate area after a HOPE VI renovation, but is lower in nearby areas as well. The report is a bit hard to read (I have to admit I gave up pretty quickly), but MetroTrends gives a good summary. You can also look at the crime statistics I've archived since 2005 to see how crimes in the neighborhood have changed over the years, while keeping in mind that the initial move-outs began at Capper in 2003. (The huge spike in Theft from Autos in 2006 was mostly a result of the neighborhood being empty except for the cars of construction workers, which were then pretty easy pickings during the daytime when they were busy at Nationals Park or the other projects at the time.)
* Waah Waah Waah: And, speaking of the crime statistics.... I have been downloading those reports from the city's Data Warehouse on a near-daily basis since they were first made available as XML feeds. I've also been able to get Public Space Permit Applications and Approved Building Permit Applications via XML for a number of years, and the many data feeds that were created are something that the city received numerous accolades for during the Fenty administration. However, the Public Space Permits feed now has not been updated since mid-July, and the Building Permits feed hasn't been updated since August 23.
Multiple e-mails to the data warehouse e-mail address have gone unacknowledged (after years of pretty prompt response, even if it was just to say "we know, we're working on it"). The Twitter accounts for both the Data Warehouse project and for OCTO Labs are equally moribund. I've let DCRA and DDOT know about the problems with the feeds, since they are the originators of the data, but if these data feeds are going to go to seed it's going to be a real loss for having easy access to this sort of data (even if I'm probably one of the few people who's ever bothered to take advantage). And, if the data isn't dying and is just getting worked on, a little bit of communication would go a long way (like, say, replying to any of my e-mails). Hopefully the crime feeds won't suddenly stop working, since that one certainly gets the most interest of any of them. (My complaints about the loss of depth in the city's web site offerings after the big redesign are for another day.) Just wait until OCTO moves into 225 Virginia next year and I can start picketing out front.

Bullpen Back for Another Season; Other ANC 6D Doings

The snowblown February ANC 6D meeting finally went off tonight, and here's the Near Southeast-related bullet points:
* The Bullpen will be back in action this season, in its same spot on the northwest corner of Half and N across from the ballpark. There were two requested changes to the voluntary agreement between the ANC and the owner: that the bar be allowed to operate until 1:30 am (with alcohol sales ending at 1:00), and that liquor in non-frozen form be allowed alongside the already approved beer, wine, and frozen drinks, both of which are already allowed under the liquor license. The discussion was more contentious about process than it was about content (with commissioner David Sobelsohn arguing strongly that the motion should be tabled until the next meeting, which none of the other commissioners were interested in), but in the end the commission voted 6-1 to approve the extended hours, and that mixed drinks could be served during private events. There were some concerns from commissioner Rhonda Hamilton about the noise at the bar on weeknights, but owner Bo Blair said that live music will always be cut off by midnight.
* There is a move afoot by commission Bob Siegel to carve out some of the curb space in front of Capper Seniors #1 at 900 Fifth Street (which it must be noted is also across the street from his house). The street, which is one way in the block in question (between K and Virginia) gets clogged on a regular basis thanks to shuttle buses, vans, trucks, and other vehicles double-parking while at the building, and the residents want a portion of the curb cut out to allow vehicles to pull out of the traffic lane (like the one in front of the Courtyard by Marriott entrance). DDOT initially rejected the request because it was called a "curb cut," which means something different in traffic parlance, but DDOT's Ward 6 planner Jamie Henson was in attendance and pledged to help the ANC work with the engineering side of DDOT to see what could be done without taking away the sidewalk or the ADA ramps to the building.
* There was supposed to be an update from the Nationals, but no reps from the team were there; ANC chair Ron McBee did report that April 23 will be "Neighborhood Night" at the ballpark, with the first pitch and national anthem being performed by nearby residents and other goodies as well. (I imagine discount tickets will be part of the deal, but nothing was said. The game is against the Dodgers.) McBee also said that the ANC has requested a meeting with DDOT about the Traffic Operations and Parking Plan for this season, to check on how it's all going, but no specific concerns were mentioned. (With the Nats Express no longer shuttling fans to and from parking at RFK, there probably will be a noticeable uptick in traffic this year, even if attendance remains steady.)
* The next 6D meeting will be on March 8 at 7 pm, and it'll be held at the Courtyard by Marriott at New Jersey and L, so if you've been dying to go to a meeting but haven't felt like venturing across South Capitol, you'll get your chance. It's also worth mentioning that ANC 6B's meeting the next night includes an update by CSX on the Virginia Avenue project on its agenda.

Friday Morning Link Fest (Un-Nasty Version)

Here's some worthwhile links from the past few days, which have been piling up while I've attended to real life:
* Greater Greater Washington dug through the mayor's FY 2010 budget proposal and says that it would repeal the portion of the Performance Parking Act that sets aside a portion of the parking meter proceeds for the neighborhoods. As I wrote back in January after the quarterly Performance Parking public meeting, "legislation that created the pilot spells out that, initially, 60 percent of the program revenue will be put toward the repayment of the cost of the meters, with 20 percent of the revenue to be used "solely for the purpose of non-automobile transportation improvements in the zone." (The other 20 percent goes to the DDOT's operating fund.) "
* Also on the parking front, Michael Perkins of both Infosnack and GGW takes a long, detailed look at on-street parking around the Navy Yard: "Over the last two months, I've collected occupancy data for three blocks immediately adjacent to the Navy Yard. Between the prices and time limitations, more spaces are going empty than needed." He'll be writing again on the subject--including getting DDOT's reaction--today.
* DCMetrocentric throws open the floor to a discussion of the quality of architecture in Near Southeast. Opinions vary.
* Richard Layman thinks the Circulator replacing the N22 is a waste of money.
* The Post's District Extra on Thursday took a look at the Anacostia Waterfront forums that have been held the past two months, and will continue through June. (April's will be a "Green Living in a Green DC," on April 21.) Here are the presentation slides from the meeting described in the Post piece.
* This 1993 photo from Darrow Montgomery's archive looks to be on the field south of the old Capper apartment building at 900 Fifth Street (where Capper Seniors #1 now stands). The freeway embankment at rear is the giveaway.

What's Next at Capper/Carrollsburg

While the focus lately has been on the start of the Capitol Quarter townhouses, there is more to the redevelopment of the old Capper/Carrollsburg public housing complex. There are the two completed seniors buildings (Capper Seniors #1 and 400 M Street), now providing 300 of the 700 old Capper public housing units that are being replaced. The first phase of Capitol Quarter includes 39 subsidized rental units, and the second phase (which is probably not going to start delivering until 2011) will have another 47 subsidized rentals; this is in addition to the sales of 121 market-rate and 91 workforce-rate townhouses throughout both phases. That leaves a little over 300 public housing units to come, which will be included in the 1,300 apartments expected to be constructed at Capper over the next five years or so.
There are five new apartment buildings slated to be built, three of which along the east side of Canal Park where the temporary parking lots are, and another at New Jersey and K on the trash transfer site. And there is a new plan for a fifth apartment building, on L Street across from the Marine Bachelor Enlisted Quarters (B.E.Q), on the northern portion of the old Capper Seniors footprint.
Under the original Capper plans, there was to be a strip of 61 townhouses built on this spot, but the DC Housing Authority has recognized that these homes would be dwarfed by the B.E.Q. to the north and the two planned office buildings directly behind them at 600 M Street. So DCHA has now filed a request with the Zoning Commission to allow an expansion in the total number of housing units allowed at Capper to 1,747, which would allow the construction of a four-story 189-unit apartment building (with a massing very similar to the B.E.Q.) on this stretch of L Street known as Square 882N. This Zoning Commission request is also looking to expand the number of units in the planned apartment building on the south side of L Street between Second and Third (let's call it Square 769N) to 171 units, as a result of its block-mate 250 M Street having recently gotten approvals to be built higher than originally requested.
I've updated the map and descriptions on my Capper Overview page to reflect these latest plans for the area, and it's worth taking a look at if you're not really familiar with exactly how wide-ranging the Capper Planned Unit Development is. (Reading the 2004 zoning order establishing the PUD and laying out the requirements isn't a bad idea, either.) I should also note that the apartment and office buildings will combine to have about 50,000 square feet of ground-floor retail. There should also be a new community center at Fifth and K, but it doesn't seem to be on the front burner just yet.
Of course, the question then becomes: when? Timelines are always dicey and should be taken with a couple pounds of salt, but it appears that these two L Street apartment buildings (882N and 769N) would be first up on the agenda, perhaps being delivered in 2011. The other two buildings on Second Street would come next, and the anticipated 400-unit building on the trash transfer site would probably be the last one to be built, finishing maybe sometime in 2013. The three office buildings and the second phase of Capitol Quarter townhouses would be sprinkled throughout that time frame as well, with 250 M Street probably being the first office building to get underway, possibly even later this year. (Have I thrown in enough "maybe"s and "possibly"s and "perhaps"s for you?)
At least these plans don't have to wait until school buses get moved!

Capper/Carrollsburg Groundbreaking (and Capper Background)

The DC Housing Authority is having a groundbreaking ceremony on Tuesday (June 26) at 11 am for the first phase of the Capper/Carrollsburg mixed-income townhouses (i.e., Capitol Quarter), at 4th and L by the EYA sales office. This isn't a signal for the actual start of "vertical" construction, though--that won't begin until later this year.
And maybe this makes for a good time to have a refresher on what exactly "Capper/Carrollsburg" is:
In 2001, DC received a $34.9 million Hope VI grant to redevelop the 23-acre 700-unit Capper/Carrollsburg public housing project as a mixed-income development, replacing every one of the low-income units and then adding to them another 700-plus market-rate and workforce-rate rental and ownership units. The redevelopment project is being handled as a joint venture by Forest City Washington, Mid-City Urban LLC, and the Housing Authority.
The townhouse portion of the redevelopment, being marketed by EYA as Capitol Quarter, will have approximately 121 market-rate and 91 "workforce"-rate ownership houses; an additional 65 townhouses will contain 111 subsidized rental units and Section 8 ownership units. The market-rate houses are already being made available for reservations in monthly blocks, with the attendant tent cities popping up at the sales center as hopeful homeowners stake their claims. There was a lottery back in 2006 for the first 20 workforce units; I imagine another will be coming before too long.
Three hundred low-income rental units have already been completed (or are about to be) as part of the new Capper Seniors #1 and Capper Building #2 projects. The rest of the public housing rental units will be included in four mixed-income apartment buildings planned along Canal Park, three on the eastern side of the park between 2nd and 3rd and I and M, and a fourth on the site of the DPW Trash Transfer lot at New Jersey and K. None of these are anticipated to start construction before 2010, so in the meantime, temporary surface parking lots will soon appear on those blocks to help ease the expected Nationals stadium parking crunch.
Additionally, 700,000 sq ft of office space will eventually be built within the Capper redevelopment area; 250 M Street is a 190,000-sq-ft joint venture between William C. Smith and the DC Housing Authority, and although it now has all of its zoning approvals, we just learned a few days ago that Smith is going to wait until the building is 30 percent leased before beginning construction. There will eventually be another 500,000 sq ft of office space developed at 7th and M on the site of the old Capper Seniors building (itself scheduled to be demolished late this year), but with no current timetable for that project a temporary surface parking lot is coming to that site as well. There will also be another 30-45 townhomes built along L Street behind these new office buildings, but those are a long ways off.
Topping it all off, a new 28,000-sq-ft community center is planned at 5th and K, replacing the one demolished earlier this year. It could start construction in 2008, but those plans might change if, say, a developer or the Housing Authority manages to snag from DCPS the Van Ness Elementary School site at 5th and M, which was closed in 2006 and is now administrative space. A new elementary school could be then constructed to serve families as they move into the rebuilt Capper neighborhood, and the community center could be part of the school rather than being a standalone project. But with the changes in the structure of the public schools' governance, who knows when any decision like this could happen, if at all. Just some Sunday morning speculation for you.

Raze Permit Filed for Old Capper Seniors

The latest weekly permit report from the DC Historic Preservation Office shows that a raze permit application has been filed for 601 L Street, SE, which is the address of the old Capper Seniors apartment building. This is not a huge surprise, I've been hearing that the plans are for this building to be demolished by the end of this year (mainly so that the lot can be cleared in time for Opening Day 2008 so that it can be used for baseball parking). Some of its residents have already been moved to the newly opened Capper Seniors #1, and the rest should be moved by the end of spring into Capper Seniors #2. It will be quite something to watch that building come down.

Capper Seniors #1 Opening Any Second Now; Market-Rate Units To Be Available

I've heard through channels that the Capper Seniors #1 low-income housing building is possibly within a couple days of receiving its Certificate of Occupancy. 135 of its 162 units are already pre-leased through the DC Housing Authority, but apparently some units at the building are going to be made available to the general public for rental at market rates. There will be a leasing office on site, with the property to be managed by Edgewood Management; when it opens, I'll pass that along, as well as any additional information I get. And there will be an official ceremony marking the opening sometime in early 2007. It's a happy moment for me to see this project completed, because it was its precedessor--the long boarded-up Capper apartment building at the foot of the SE Freeway's 6th Street exit ramp--that helped spur me to start paying attention to news of the plans for south of the freeway....

Photo Updates

Thankfully I looked at the weather forecast before planning my weekend, and scheduled a photo excursion for Saturday, not Sunday. Lots of new pictures in the Stadium Construction Gallery, now also reorganized so that as you scroll down you're basically walking clockwise around the stadium site from it's construction starting point at 1st and N Place all the way down Potomac, up South Capitol, and over on Half back to 1st. And I also added a new photo or two (and updated the spiffy animated slide shows) for 20 M and Capper Seniors #2. Let the icon be your guide to the additions, as always. UPDATE: Oh yeah, duh, there's also the Capper demolition along the south side of L Street between 3rd and 4th, I added a couple of shots of that as well to my Capitol Quarter page, I'll update when the last of the blue-roofed apartment buildings comes down, probably within the next week.

Update on Capper Seniors #1

The April issue of The Southwester has an article (on page 5 of the PDF) about Capper Seniors #1, reporting that it is expected to be completed in October 2006, with the beginning of the application process starting no later than July. A quote about who can apply for housing there:
Senior residents currently living in the old Arthur Capper Senior building will move directly into the new building, if they meet criteria related to credit history, criminal background checks and can demonstrate an ability to maintain a clean and sanitary living space (or have support to enable him/her to meet the standards).Seniors in other public housing, or in the surrounding neighborhoods and the Washington Metro area are also eligible to apply, in that order, if their income does not exceed 60% of the Area Median Income.Senior applicants for non-public housing rental units can apply for a rental if they can pay the posted monthly rent and expected utility expenses, which should not exceed 30%-40% of the applicant's household income.
The South Washington Collaborative is working as an advocate for seniors looking to move into Capper Seniors #1. There apparently will be workshops at the old Arthur Capper Seniors building in the near future.

New Capper Photos

With some demolition now underway (veeeeery slooooowly), I've freshened up my Capper/Carrollsburg page with some new photos. I've also updated the construction photos for the two Capper Seniors projects, and for good measure tossed in a couple of new shots on the Capitol Hill Tower page, to celebrate the opening of the Courtyard by Marriott, the first Near Southeast project I've tracked from its beginning to end....

New Page; New Photos; New Slideshows

Here today, I am righting a wrong that has left me filled with guilt for years--I'm finally adding a page on my site about the Earth Conservation Corps's Old Capitol Pumphouse location, tucked away between Florida Rock and WASA on the edge of the Anacostia River. See the ECC's own web site for more information about what this group does for local youngsters and also for the river. (They certainly will have a front-row seat to the stadium!) And while I was out, I snapped a couple of shots to add to the WASA page as well as the Capper Seniors page, with construction on both #1 and #2 proceeding along. I also updated the Capper Seniors #1 slideshow. Just because.
UPDATE: I got on a slideshow roll this afternoon, and updated and enlarged the three existing ones (DOT, Capper Seniors #1, and Capitol Hill Tower), and then added two more Capitol Hill Tower slide shows, including one of the project's southeast corner, so you can watch the Star Market go from stand-alone to oppressed neighbor. So go play with them.

Couldn't help myself, had to go take more pictures in the Hood, so check out my Capitol Hill Tower, New Jersey Avenue, and especially my DOT HQ pages for new images--I ventured out after construction was finished for the day, but they hadn't closed the gates to DOT at New Jersey and M, and now that there's a nice concrete road bed, I took my first walk from M to N on the "new New Jersey." And didn't even get arrested! I also added a photo or two to my Capper Seniors page, mainly to document that they have sped along with the bricking the southern exterior of Capper #1.

Construction Slide Shows

I'm not sure many readers have ever had the strength to scroll all the way to the bottom of my Near Southeast home page, so many of you might have missed the goofy little "slide shows" I had there showing the construction progress at Capitol Hill Tower and DOT HQ. But since the home page has gotten unbearably huge, I decided to now just show a random one each time you load the home page, but I've also created a  Construction Slide Shows page to give them their own space. A random one comes up each time you load the page, then you can click on the links to choose another. And I've also added a new one, for Capper Seniors #1. Meanwhile, in other site news, if you've visited in the past week or so you've probably noticed the slight design change, with navigation links and ads now running down the right-hand side of the page, instead of taking up precious real estate in the main portion of the pages. And perhaps now having the list of Near Southeast pages visible (instead of in dropdown boxes) will make roaming the site easier. Or scarier, if you're alarmed by exactly how much is here. UPDATE: And I added a Blog Archive list of links, allowing you to go back through my posts month-by-month, if you are ever so inclined.

Capper Seniors #2 Construction Begins

Stop the presses! I have NON-STADIUM news! Hallelujah! Construction has begun on Capper Seniors #2, the wraparound addition to the Carroll Apartments for low-income seniors at 4th and M. This new construction will add four stories and 130+ units to the 64 units in the Carroll building. Scroll to the middle of my Capper Seniors page for a rendering of the new construction, and photos of the current site. As for Capper Seniors #1 at 5th and Virginia, construction is speeding along, and I promise once the Christmas rush is over to post new photos. For more detail than one would ever want on the entire Capper/Carrollsburg project (and Canal Park, too), read the Feb. 2004 Zoning Approval for the Capper PUD.

Blech, after all this stadium stuff recently, I feel the need to clense my digital palate, so I've returned to my original Near Southeast mission for a moment and have posted some new photos. My latest Capper Seniors #1 photos show that construction is moving along, and I've added a cool comparison to my New Jersey Avenue page from the SE Freeway (don't ask how I took them) showing the impact of Capitol Hill Tower and the DOT HQ on the Near SE skyline in the past 11 months. And I've documented some minor changes in the landscape of the Ballpark District (with the demolition of a few small buildings along Half Street) and the 8th Street Historic District. I also tossed in a few updated shots on my M Street, Capitol Hill Tower, and DOT HQ pages, too. (As always, scroll the pages and look for the  icon.) Speaking of the Ballpark District, Stephen Green of the Office of the Deputy Mayor for Planning and Economic Development said today at the stadium hearing that the four finalists for the "master developer" gig were interviewed by the Anacostia Waterfront Corporation today, and that a team should be named by the first or second week in December.

I note here that on Jan. 21 a building permit was approved for the new Capper Seniors project, described as a $17.3 million 160-unit apartment building for seniors at 900 5th Street, SE, and fences have now gone up around its lot at 5th and Virginia. Could they finally be about to start construction?

Sorry for the lack of updates recently, so here's a bunch of tidbits to try to make up for it:
Canal Park -- The public presentation of the four finalists for Canal Park is scheduled for Nov. 17. When I have information on location and time, I'll pass it along. The jury review will be on Nov. 18.
Capper Seniors -- An article about Capper-Carrollsburg in the November Hill Rag (not currently available online) says that construction should begin this month on the seniors building at 5th and Virginia. (I think we've heard this before!) And that preliminary work of the first batch of Carrollsburg Dwellings slated for demolition has begun, by National Wrecking, of Illinois.

The demolition of the last of the old boarded-up Capper apartments at 5th and Virginia is finally complete. (Only five months behind schedule!) Construction will probably begin in late spring on the first of two new apartment buildings for low-income seniors. It will overlook the new field/park north of the Marine Barracks (which should be completed fairly soon).
